All colleagues are requested to strictly adhere to the "Taoyuan City Government Employee Integrity and Ethics Regulations."

Explanation:

1. In accordance with the letter of the Taoyuan City Government's Political Affairs Office, dated June 6, 2019, No. 1080003254.

2. In accordance with the relevant provisions of the "Taoyuan City Government Employee Integrity and Ethics Regulations" (hereinafter referred to as these Regulations), if you encounter gifts, banquets, or requests for favors from individuals with a conflict of interest with your duties, you should refuse or return them in accordance with these Regulations, and report to the head of the agency and notify the political affairs unit for registration, in order to protect your own rights and interests and prevent disputes arising from improper gifts, favors, or banquets.

3. To deepen colleagues' understanding of the Integrity and Ethics Regulations, please actively use the digital learning platform of the Executive Yuan's Directorate-General of Personnel Administration, Civil Service Development Institute, "e-Learning for Civil Servants+" (https://elearn.hrd.gov.tw/mooc/index.php) to select relevant courses:
(1) In accordance with the Executive Yuan's letter dated December 19, 2016, No. 1050062475,
Starting from January 1, 2017, civil servants in all agencies (organizations) are required to complete 20 hours of training per person per year,
of which 10 hours must be completed in courses on current government major policies,
statutory training, and democratic governance values, with digital learning being prioritized. "Integrity and Service Ethics" is part of the content for "Democratic Governance Values" courses.

(2) You can search by using "Integrity and Ethics" as a keyword; or by course name to search for online learning courses produced by the Ministry of Justice's Agency for Corruption Prevention, such as "Integrity Protection and Prevention of Illicit Gains," "Taiwan's Integrity Policy," "Basic Knowledge of Public Servant Integrity," "Legal Responsibilities and Case Studies for Public Servants," and "Illicit Gains and Public Convenience."

4. In addition, to implement Article 17 of these Regulations, if you need interpretation of these Regulations, case explanations, or other integrity and ethics consultation services, you may consult the Political Affairs Office of the Taoyuan City Government's Department of Education.

5. Attached are the "Taoyuan City Government Employee Integrity and Ethics Regulations" and the "Integrity and Ethics Incident Registration Form," each with one copy (as attached).
