Explanation:
1. In accordance with the Taoyuan City Government's letter No. 1090028594 dated February 17, 2020, forwarding the Ministry of Justice's letter No. 10905000510 dated February 7, 2020.
2. As stated in Article 2 of the relevant law, public officials involved in personnel measures such as performance reviews and reward/punishment cases concerning themselves or their related persons, including the recommendation, signing, review, approval, or disapproval, or participation in related meetings, shall recuse themselves. The part of the recommendation and signing procedures for reward and punishment cases in the aforementioned letter that does not conform to item (2) of Article 1 in the "Explanation of Doubts in the Implementation of Self-Recusal for Recommendation and Signing of Reward Cases" shall cease to apply.
