Explanation:
1. In accordance with the letter from the Hakka Affairs Council dated May 7, 109, with reference number Hakka-Wen-Zi-1096100575, and the "Taoyuan City Government Measures for Encouraging Employees of Affiliated Agencies, Schools, and Business Institutions to Improve Hakka Language Proficiency" (hereinafter referred to as the "Taoyuan City Government Measures for Encouraging Employees to Improve Hakka Language Proficiency").

2. The "109th Year Hakka Language Proficiency Elementary Certification" is scheduled to be held in two national certification sessions on September 12, 109 (Saturday) and September 20, 109 (Sunday). Additionally, one examination area will be selected each month from May to December 109 (excluding September) to conduct multiple certification sessions. The "109th Year Hakka Language Proficiency Intermediate and Advanced Certification" is scheduled to be held on October 24, 109 (Saturday).

3. To encourage employees of the Taoyuan City Government to actively participate in the certification, in accordance with Article 5 of the "Taoyuan City Government Measures for Encouraging Employees to Improve Hakka Language Proficiency," employees of the Taoyuan City Government who participate in Hakka language certification exams on holidays may apply for official leave or compensatory leave in advance by submitting supporting documents to their service agency, school, or business institution. If employed in a key Hakka development area, half a day of compensatory leave will be granted for elementary certification, and one day of compensatory leave will be granted for intermediate and advanced certification. If employed in a non-key Hakka development area, compensatory leave will be granted based on the aforementioned standards at the discretion of each agency, school, or business institution according to business needs.

4. To encourage group registration for the certification by employees of the Taoyuan City Government, teams of 10 or more people will be subsidized for registration fees, meal expenses, and miscellaneous expenses. For teams of 15 or more, subsidies will be provided for registration fees, meal expenses, transportation, work expenses, insurance, and miscellaneous expenses. Additionally, two incentive mechanisms, "Competition for Registration Numbers by Level" and "Awards for Passing Certification," are planned, with the highest reward being a NT$10,000 gift voucher.
