To inform you about the letter from the Directorate-General of Personnel, Executive Yuan (hereinafter referred to as the Directorate-General), regarding the use of the National Tourism Card (hereinafter referred to as the National Tourism Card) by civil servants as a digital payment tool for the Stimulus Vouchers (hereinafter referred to as the Vouchers). If the card spending simultaneously meets the payment conditions for the National Tourism Card's leave subsidy and the full amount rebate for the Vouchers, it can be claimed separately.
Explanation:
1. In accordance with the Directorate-General's letter No. 1090035671 dated June 24, 109, and an attached copy of the original letter.
2. After consideration by the Directorate-General, with reference to the opinions of the Ministry of Economic Affairs (Small and Medium Enterprise Administration) and the Joint Credit Card Processing Center, the explanation is as follows:
(1) The current mandatory leave subsidy for civil servants is handled through the National Tourism Card. The policy aims to boost domestic tourism, promote domestic demand, and encourage civil servants to take leave. The payment conditions are stipulated in Article 5 of the "Measures for Improving Leave for Civil Servants of the Executive Yuan and its Affiliated Central and Local Agencies" (hereinafter referred to as the "Leave Improvement Measures"). It states that agencies should require civil servants eligible for leave to use the National Tourism Card for spending at designated merchants approved by the Tourism Bureau of the Ministry of Transportation or its authorized institutions, and the subsidy will be granted based on the actual spending amount.
(2) In response to the Executive Yuan's initiative to assist businesses affected by the COVID-19 pandemic by promoting the Stimulus Vouchers. Starting from July 1, 109, the public can pre-order paper vouchers or link digital payment tools (electronic tickets, mobile payments, credit cards). These can be used at physical stores nationwide from July 15 onwards. For those who choose digital Stimulus Vouchers, a government rebate of NT$2,000 will be granted for accumulated spending of NT$3,000.
(3) Considering that the policy objectives and payment conditions for the National Tourism Card leave subsidy and the Stimulus Vouchers are different, and the recipients of the Stimulus Vouchers do not exclude civil servants, the two are not mutually exclusive. Therefore, if civil servants choose to use the National Tourism Card as a digital payment tool for the Stimulus Vouchers, their card spending can be used to claim the leave subsidy according to the "Leave Improvement Measures" and apply for the full amount rebate based on the accumulated spending for digital Stimulus Vouchers. For example: If a civil servant uses the National Tourism Card as a digital payment tool for the Stimulus Vouchers and spends NT$3,000 on accommodation at a designated merchant of the National Tourism Card, they can claim NT$3,000 in leave subsidy (counted towards the tourism quota) and receive a NT$2,000 full amount rebate for the Stimulus Vouchers.
