Explanation:
1. In accordance with the case submitted by the Human Resources Department of Taoyuan City Government to the Ministry of Personnel on August 18, 110, Order No.
11053781672, and attached are copies of the original order and its attachments.

2. Article 13, Paragraph 1 of the Civil Service Act (hereinafter referred to as the "Act") stipulates that
civil servants shall not engage in commercial or speculative businesses; and Article 14, Paragraph 1 stipulates
that civil servants shall not concurrently hold other public offices or engage in other businesses, except as otherwise provided by law.

3. State-owned enterprises may designate their civil servants to cooperate with other public and private enterprises, organizations,
or individuals in commercial activities and distribute related profits to their civil servants; administrative agencies (organizations) may cooperate with other public and private enterprises, organizations,
or individuals to assign their civil servants to engage in non-profit public welfare activities and accept donations (subsidies) for designated purposes,
to carry out tasks that align with the agency's (organization's) responsibilities. The above situations
are not related to the provisions of Article 13, Paragraph 1 and Article 14, Paragraph 1 of the Act.
4. If a civil servant grants a one-time authorization for the use of their personal image to others for normal profit, and

does not act as a nominal spokesperson or participate in related commercial activities, it is not considered engaging in commercial business as stipulated in Article 13, Paragraph 1 of the Act. This also applies if the civil servant is assigned by the responsible authority (organization) to participate in subsequent commercial activities through strategic alliances. Furthermore, to prevent civil servants from granting blanket authorization for the use of their image,
which could harm the image of the agency or the civil servant,
the right to use a civil servant's image shall not be granted through blanket authorization.
派參與後續商業活動者，亦同。又為避免公務員將其肖像

情事之虞，是公務員肖像權不得以概括授權方式為之。
