To inform you about the Ministry of Personnel's letter dated August 29, 111 (No. 11154849531), which states that all relevant previous interpretations by the Directorate-General of Personnel, Executive Yuan (including the former Central Personnel Administration, hereinafter referred to as the former CPA) will cease to apply from September 29, 111.

Explanation:
1. In accordance with the Directorate-General of Personnel, Executive Yuan's (hereinafter referred to as the Personnel General Directorate) letter dated September 29, 111 (No. 30290131/111), with one copy of the original letter attached.

2. According to the aforementioned Ministry of Personnel's interpretation: "... 2. To encourage civil servants to enhance their personal knowledge and pursue self-growth, and considering that during the period of leave of absence without pay, the position is reserved and no salary is paid, the regulations for civil servants taking leave of absence without pay according to Article 5, Paragraph 1, Subparagraph 1 to 6 of the Regulations Governing Leave of Absence for Civil Servants, and the Orders of the Examination Yuan and the Executive Yuan dated June 29, 110 (No. 11000043021/110/2/1/110) and (No. 11000015392/110/6/29/Yuan Shou Ren Pei), are relaxed to allow civil servants to engage in further studies during their leave of absence without pay, ..."

3. It is found that the former CPA's letters dated March 31, 89 (No. 006054/89/Bureau Kao), March 15, 95 (No. 007012/95/Bureau Kao), November 30, 95 (No. 0031907/95/Bureau Kao), and the second point of the letter dated February 12, 98 (No. 0000181/98/Bureau Kao), as well as any previous interpretations by the Personnel General Directorate (including the former CPA) that are inconsistent with the aforementioned Ministry of Personnel's interpretation, will all cease to apply from September 29, 111.
