For your information, please find attached a copy of the Ministry of Personnel's Order No. 11255291301 dated January 19, 112.

Explanation:
1. In accordance with the reference from the Personnel Department of the Taoyuan City Government, which was submitted to the Ministry of Personnel on January 19, 112, Order No. 11255291302, and attached herewith is a copy of the original letter.

2. Article 15, Paragraph 6 of the Civil Service Act (hereinafter referred to as the "Act") stipulates that civil servants may, outside of their statutory working hours, receive appropriate remuneration based on their personal talents and skills, and may receive reasonable compensation for the disposal of their property and the authorization of their intellectual property rights and portrait rights. Therefore, based on the legislative intent of the aforementioned Act and after careful consideration by the Ministry of Personnel, the reasonable compensation received by civil servants for the self-utilization or one-time explicit authorization of their intellectual property rights and portrait rights to others includes the normal benefits obtained from engaging in commercial activities such as endorsements, advertisements, promotions, or marketing that conform to general social norms. However, such activities must not violate Article 14, Paragraph 1, or Article 15, Paragraph 7 of the Act.

3. Furthermore, since the authorization of intellectual property rights and portrait rights requires consideration of factors such as the scope and channels of authorization, and involves professional matters such as negotiation, communication, and contract signing, civil servants may entrust natural persons or legal entities to handle matters related to the authorization of their intellectual property rights and portrait rights to others.

4. The Ministry of Personnel's Orders No. 10949502621 dated July 2, 109, No. 11053781671 dated August 18, 110, No. 11053810571 dated September 3, 110, and any previous interpretations of the Ministry that are inconsistent with the aforementioned order shall cease to apply from January 19, 112.
