For your information, regarding the Taoyuan City Government's 2025 Public Service Elite Training Program, if our public servants, contract employees, and appointed personnel are interested in attending the training courses, please register with the Human Resources Office by February 26, 2025.

Details:
1. This program aims to enhance the professional capabilities of Taoyuan City Government colleagues, improve administrative efficiency, and ultimately provide better public services. Therefore, this program has been established with the following key points:
(1) Target Audience: Personnel belonging to various agencies and schools of the Taoyuan City Government (including contract employees and appointed personnel).
(2) Training Focus: To cultivate four core competencies in our colleagues: 'Skill Development Professional Practice,' 'Driven Management Excellence,' 'Genius Creativity,' and 'Self-Renewal.' The program plans to offer 98 training sessions.
(3) Matters for Cooperation by Each Agency:
1. Each agency should carefully select participants based on individual needs and actual job responsibilities, avoiding concentration of training among a few individuals, and ensuring equitable opportunities for both genders to participate in training.
2. If a selected participant is unable to attend due to official duties after the training session quotas have been allocated, each agency should select a replacement participant and complete the registration within the online registration deadline.
3. Participants should be granted official leave, and a designated proxy should be appointed in advance to handle their work during the training period.
4. The Taoyuan City Government's Department of Personnel may consider the cooperation of each agency in various training sessions and personnel dispatch as a significant reference for the performance evaluation of the human resources agencies within each organization and the year-end performance review of personnel.
(4) Required Training Hours for Personnel Belonging to Agencies and Schools of the Taoyuan City Government:
1. 20 hours related to work:
(1) For public servants and contract employees of each agency, the annual learning hours related to their work should be 20 hours. Among these, 10 hours are mandatory courses, including current major government policies (1 hour), environmental education (4 hours), and democratic governance values (5 hours), with a priority for digital learning. The remaining 10 hours should be for other work-related courses.
(2) The Taoyuan City Government has already assembled a 10-hour mandatory digital learning package in the 'Le Tao e-Learning' section of the 'e-Learning Platform for Public Servants+.' Agencies are encouraged to guide their colleagues to refer to and utilize it.
2. Other required hours: As stipulated by relevant laws and regulations.
(5) Rewards:
1. For those who pass English proficiency tests, agencies may grant rewards according to the reward standards and limits specified in this program, under the principle of not duplicating awards.
2. Reward standards and limits for passing Hakka language certifications should be handled in accordance with the 'Taoyuan City Government's Measures for Encouraging Employees of Affiliated Agencies, Schools, and Enterprises to Improve Hakka Language Proficiency.'

2. The program plan, training session schedule, and a survey form for the number of participants required for each session are attached.
