For your information, the Hakka Affairs Council has revised and issued the "Hakka Affairs Council Subsidy Program for National Civil Servants, Educational Personnel, and Military and Police Personnel to Participate in the 114th Hakka Language Proficiency Test Registration Fee Implementation Plan".
Explanation:
1. In accordance with the letter from the Hakka Affairs Council (hereinafter referred to as the HAC) dated February 21, 114 (2025), HAC-Lang-No. 1146700145.
2. To promote the Hakka language and encourage national civil servants, educational personnel, and military and police personnel to actively participate in the Hakka language proficiency test, and to enhance their Hakka language service capabilities in public affairs, the HAC announced this program on November 27, 113 (2024) with HAC-Lang-No. 1136701110. The subsidy recipients were originally defined as "civil servants, educational personnel (including those in private schools), police personnel, active military personnel, contract employees, technicians, and laborers belonging to or under the jurisdiction of various municipal, county (city) governments and central government agencies."
3. To further expand the encouragement for educational practitioners in senior high schools and below to participate in the Hakka language proficiency test, this revision includes part-time, substitute, and substitute teachers as defined in Article 2 of the "Regulations Governing the Appointment of Part-time, Substitute, and Replacement Teachers in Senior High Schools and Below," and early childhood education and care personnel (principals, teachers, childcare workers, and assistant childcare workers) as defined in Article 3 of the "Early Childhood Education and Care Act" as eligible recipients for the subsidy of Hakka language proficiency test registration fees. This expansion is effective retroactively from 113 (2024).
4. Part-time, substitute, and replacement teachers, as well as early childhood education and care personnel, who registered for any level of the Hakka language proficiency test in 113 (2024), completed the test, and did not have any absences, may apply for retroactive subsidy of registration fees to the HAC before September 30, 114 (2025).
