Explanation:
1. In accordance with the Executive Yuan's Directorate-General of Personnel Administration's letter dated November 10, 2025, Ref. No. GPC-TRA-1140023903, and with a copy of the original letter attached.

2. The selection method for the National Tourism Card issuing banks this time will be based on one vote per person from employees eligible for the National Tourism Card subsidy in 2026 from agencies and schools under the Taoyuan City Government, district offices in this city, and the Fuxing District People's Representative Council. The voting process is as follows:
(1) Banks to be selected: E.SUN Commercial Bank and First Commercial Bank.
(2) Time: November 24, 2025, to December 3, 2025.
(3) Procedure: Each agency and school shall independently find a suitable venue or utilize online voting or other methods to conduct the selection in a fair, just, and open manner. The personnel departments of each agency and school will tally the votes for each bank and report the results.

3. Furthermore, to help colleagues understand the preferential measures offered by each bank, the Taoyuan City Government's Department of Personnel has posted a comparison table of the preferential measures and contract documents for the aforementioned two banks on the department's website (https://personnel.tycg.gov.tw/) under the latest news section. Two briefing sessions will be held on November 25, 2025 (Tuesday) in the Grand Auditorium, B2, Taoyuan City Government. All colleagues from agencies and schools under the Taoyuan City Government are welcome to attend. The times for each session are as follows:
(1) Session 1: 10:00 AM to 11:30 AM.
(2) Session 2: 2:00 PM to 3:30 PM.

4. Attached are the "Comparison Table of Preferential Measures for the 'Contract for Issuing the National Tourism Card from 2026 to 2028'" and the "Agenda for the Above Briefing Session," each in one copy.
