Human Resources Office Announcement

(Notice) Regarding the Central Election Commission and various local election commissions announcing matters concerning the 2026 local public officials election, ensuring civil servants strictly adhere to regulations on administrative neutrality.

I.This is handled in accordance with the Ministry of Personnel's letter No. 1156000459 dated August 26, 115, and a copy of the original letter is attached.
II.The Central Election Commission and various local election commissions have already issued the announcement regarding the aforementioned local public office elections on August 20, 115, and will accept applications for candidate registration from August 31 to September 4 of the same year. All agencies are requested to strictly adhere to the relevant provisions of the Civil Service Neutrality Act (hereinafter referred to as the Neutrality Act) and maintain administrative neutrality during the election period.
III.In accordance with Articles 6 and 20 of the Civil Service Act, civil servants shall be diligent and prudent, and shall not use administrative resources unless necessary for their duties. Furthermore, in accordance with the relevant provisions of the Neutrality Act, civil servants shall not use their official authority or administrative resources to engage in political activities or behaviors to support or oppose specific political parties or public office candidates; nor shall they demand that others refrain from exercising their voting rights or exercise them in a specific manner in public office elections. Therefore, to ensure lawful administration, impartial execution, and political neutrality, civil servants shall not, during the period of public office elections, in addition to not violating the relevant provisions of the Neutrality Act, also "use administrative resources," "take advantage of their official positions," "affect the execution of official duties," or "use their titles or official seals" to support or oppose specific political parties or public office candidates. Regarding referendums, in accordance with Article 10 of the Neutrality Act and Article 7 of its Enforcement Rules, civil servants shall not use their official power, opportunity, or methods to demand that others refrain from exercising their voting rights or exercise them in a specific manner. However, actions taken to promote the policies of the promoting agency based on their duties, or to represent the stance of the administrative agency as assigned, do not violate the Neutrality Act.
IV.Furthermore, in accordance with Article 14, Paragraph 1 of the Neutrality Act, superiors (including political appointees and elected officials) shall not require civil servants to engage in acts prohibited by the Neutrality Act. In addition, in accordance with Article 13 of the same Act, the heads or supervisors of agencies shall prohibit visits by political parties, public office candidates, or their supporters for the purpose of publicity, rallies, or campaigning from the date the election commission announces the local public office elections until the voting day. They shall also post notices prohibiting campaign activities in conspicuous places at the entrances and exits of fixed office or public service locations of agencies and schools to maintain the impartial image of administrative neutrality of government agencies.
