Supplementary Regulations for Student Learning Assessment in Junior High Schools in Taoyuan City

I. These regulations are established in accordance with Article 40, Paragraph 1 of the Compulsory Education Act and the Regulations for Student Learning Assessment in Elementary and Junior High Schools.
II. Junior high school student learning assessment for subject areas is divided into regular assessment and periodic assessment.
Periodic assessments shall be conducted two to three times per semester and implemented after approval by the school's curriculum development committee. The assessment methods shall be determined by each subject area teaching and research group.
Assessment for flexible learning courses shall be based on regular assessment. Periodic assessment may only be implemented after approval by the school's curriculum development committee.
III. Student learning assessment should consider students' physical and mental development, individual differences, cultural differences, and core competency content. It shall be based on the principles of encouragement and guidance. In accordance with the learning courses and flexible learning courses content, activity nature, assessment principles, and methods stipulated in the 12-year basic education curriculum guidelines, appropriate diversified assessment methods shall be adopted. The assessment methods are as follows:
(1) Written examination: Assessment of students based on tests compiled by teachers according to core competencies, learning objectives, and textbook content.
(2) Oral examination: Assessment based on the results of students' oral questioning.
(3) Performance: Assessment of students' performance activities.
(4) Practical work: Assessment of students' actual operations and problem-solving behaviors.
(5) Assignments: Assessment of students' various exercises.
(6) Reports: Assessment of students' written or oral reports based on the results of reading, observation, experiments, and investigations.
(7) Data collection and organization: Assessment of students' activities in collecting, organizing, analyzing, and applying data.
(8) Appreciation: Assessment of students' understanding and insights gained from data or activities.
(9) Interview: Assessment of students' responses during interviews with teachers.
(10) Practice: Assessment of students' daily behavior.
(11) Self-assessment: Students assess and compare their own learning progress, achievements, and behavior.
(12) Peer assessment: Students assess each other's behavior or work.
(13) Extracurricular learning: Assessment of students' learning activities such as field trips or visits.
(14) Portfolio assessment: Assessment based on the compilation of important relevant materials left by students during the learning process.
(15) Other assessment methods.
The learning assessment for students with special needs shall be flexibly adjusted by the school in accordance with the Special Education Act and relevant regulations, taking into account the students' learning needs and strengths. The assessment methods and regulations for students in vocational and special education (classes) shall be determined by the school's counseling office in conjunction with relevant personnel, subject teachers, and homeroom teachers.
IV. Learning assessment for each subject area learning course shall be conducted in the following eight major areas:
(1) Language Arts.
(2) Health and Physical Education.
(3) Social Studies.
(4) Arts.
(5) Science.
(6) Mathematics.
(7) Integrated Activities.
(8) Technology.
V. The assessment grades for subject area learning courses and flexible learning courses shall be handled in accordance with the following regulations:
(1) Each periodic assessment grade shall be calculated with regular assessment and periodic assessment grades each accounting for 50%.
(2) The semester total grade for each subject area learning course shall be calculated as the average of each periodic assessment grade.
(3) The semester total average grade for the eight major areas and flexible learning courses shall be calculated by multiplying the semester total grade of each subject area learning course and flexible learning course by the weekly learning hours of each respective area, summing these products, and then dividing by the total weekly learning hours of all subject area learning courses.
(4) The graduation total average grade for each area shall be calculated as the average of the grades for that area over six semesters.
VI. Students who are absent from periodic assessments due to valid reasons and are granted leave by the school shall make up the missed exams immediately after their leave is canceled. The grades for make-up exams shall be calculated based on the actual scores obtained.
For students who drop out and then return to school, their grades for the period of absence in the current semester shall be determined by the subject teacher through make-up exams or appropriate diversified assessment methods for each subject area (discipline). The handling of related grades shall be stipulated in supplementary regulations by each school's student academic review committee.
Students who drop out and then return to school after being absent for one semester or more without valid reason shall have their grades for the entire period of absence calculated as zero.
VII. Schools shall implement student reward and punishment measures, record punishments, and cancel demerits in accordance with positive guidance and discipline methods and relevant regulations, to guide students towards self-improvement and correction. Those who are approved in accordance with relevant regulations may have their negative records expunged.
VIII. Schools shall collaborate with relevant departments such as academic affairs, student affairs, and counseling, as well as the resources of students' legal guardians, to accurately grasp students' learning status. For those who require assistance, early warning and guidance measures shall be established and implemented.
For students whose regular assessment and periodic assessment grades are determined to be failing, schools shall implement learning support measures in accordance with the "Implementation Plan for Learning Support in Elementary and Junior High Schools." If a student passes after receiving learning support, their total semester grade for that subject area (discipline) shall be adjusted to sixty points.
IX. Student grade registration and processing shall be conducted in an informatized manner.
The assessment of subject area learning courses and flexible learning courses shall be managed by the Academic Affairs Office. The assessment of daily life performance shall be managed by the Student Affairs Office. Subject teachers and homeroom teachers shall cooperate in this regard.
The informatized system for student grade registration and processing in each school shall be assisted by the Taoyuan City Government (hereinafter referred to as "the Government").
X. Schools shall notify students and their legal guardians of student learning assessment records in writing at least once per semester.
Semester or graduation grade reports for subject area learning courses and flexible learning courses, in addition to grade records, shall include textual descriptions based on the assessment content and results, and provide specific recommendations. Daily life performance grades shall be recorded based on factual behavior, with appropriate specific recommendations.
Schools may publicly disclose the distribution of student scores. However, individual student rankings within the class or school shall not be disclosed.
XI. Schools shall establish a Student Academic Review Committee to oversee student academic and graduation qualification review matters.
The committee mentioned in the preceding paragraph shall be convened by the Director of Academic Affairs, with the Director of Student Affairs and the Director of Counseling serving as deputy conveners. A certain number of committee members shall be appointed, including representatives of teachers, administrative staff, the Teachers' Association, and the Parent-Teacher Association. The composition, number of members, and other relevant regulations shall be determined by each school.
XII. Students who have completed the prescribed period of study and meet the following requirements shall be considered to have passed and will be issued a graduation certificate by the school. Those who do not meet the requirements will be issued a certificate of completion:
(1) The total number of class days attended during the period of study, excluding approved leave for public affairs, bereavement, or illness, shall be at least two-thirds of the total instructional days.
(2) The graduation grade for daily life performance shall be handled in accordance with the regulations for teacher guidance and discipline of students, including the offsetting of merits and demerits, implementation of rewards and punishments, recording of punishments, and cancellation of demerits. After review and approval for expungement in accordance with relevant regulations, the records shall not amount to three major demerits (three minor demerits are equivalent to one major demerit).
(3) The graduation total average grade for each subject area learning course shall be at least a "C" grade or above in at least four major areas.
XIII. The results of the junior high school entrance examination may only be used by students, teachers, schools, students' legal guardians, and competent authorities to understand student learning quality and for other purposes as stipulated by relevant laws and regulations. They shall not be included in the calculation of in-school learning assessment grades.
XIV. Each school may establish relevant supplementary regulations to adapt to local conditions and respond to school-based development, and shall report them to the Government for approval.
