Regulations related to "identifying unemployed and not-in-school youth aged 15 to under 18 as persons specified in Article 24, Paragraph 1, Item 10 of the Employment Services Act"

Subject: To inform that the Ministry of Labor has designated unemployed and out-of-school youth aged 15 to under 18 as persons specified in Article 24, Paragraph 1, Item 10 of the Employment Service Act, to provide vocational training allowances and assist in enhancing employment skills. Please be informed.
Details:
1. In accordance with the Ministry of Education's letter dated June 28, 108 (2019), Ref. No. Tai-Jiao-Wu-Zi-1080093098.
2. The key points of this matter are summarized as follows:
(1) On March 5, 108 (2019), the Ministry of Labor announced the "Designation of Unemployed and Out-of-School Youth Aged 15 to Under 18 as Persons Specified in Article 24, Paragraph 1, Item 10 of the Employment Service Act."
(2) Article 24, Paragraph 1 of the Employment Service Act states in part: "The competent authority shall formulate plans to promote employment for the following individuals who voluntarily seek employment; where necessary, relevant allowances or subsidies may be granted: ... Item 10: Other individuals deemed necessary by the central competent authority."
(3) Therefore, junior high school graduates who do not continue their studies or high school/vocational students who drop out midway, if they participate in full-day vocational training programs that comply with Article 18 of the "Regulations Governing Employment Promotion Allowances," may apply for a vocational training living allowance equivalent to 60% of the basic wage.
3. To assist these youths in acquiring skills for stable employment and to prevent them from engaging in deviant behavior due to idleness, please encourage students in junior high schools and high schools/vocational schools within this city who do not wish to continue their studies to actively utilize this program, or refer them to the Youth Development Administration's "Care and Assistance Program for Unemployed and Out-of-School Youth" managed by the City Student Counseling and Consultation Center (Dong'an Junior High School).
