I. The subsidy is for veterans or their dependents who meet the criteria of low-income households, middle-low-income households, or are identified as impoverished by local governments in accordance with relevant regulations due to sudden family circumstances and confirmed by the teacher's home visit to be genuinely unable to afford lunch fees, and who have children attending public elementary or junior high schools. They may apply directly to the respective county and city veterans service offices of the National Military Retirement and Dependents Affairs Council within the time specified by the operating guidelines.

II. Attached are the scanned copy of the promulgation order and one copy of the "Operating Guidelines for the National Military Retirement and Dependents Affairs Council on the Disbursement of Lunch Subsidies for Children of Veterans."
