Inbound travelers are exempt from home quarantine and are now required to undergo 7 days of self-initiated epidemic prevention (0+7).

Subject: Effective from 00:00 on October 13, 2022 (scheduled arrival time), inbound travelers are exempted from home quarantine and are required to undergo 7 days of self-prevention (0+7). Details are as follows. Please be informed.
Description:  
1. In accordance with the letter of the Municipal Government dated October 13, 2022, Ref. No. 1110286390.
2. Based on the monitoring of the epidemic situation both domestically and internationally, which shows a stable and controllable trend, and the assessment of domestic epidemic prevention and medical capacity, in order to move towards normal life in epidemic prevention, starting from October 13, 2022, inbound travelers are exempted from home quarantine and are required to undergo 7 days of self-prevention. Related measures, operating principles/regulations/procedures/mechanisms, and forms established in response to the home quarantine policy have been adjusted accordingly.
3. The key points of the aforementioned 0+7 measure are summarized as follows:
(1) Duration of self-prevention: Exemption from home quarantine, replaced by 7 days of self-prevention, starting from the day of entry as Day 0 for 7 days of self-prevention.
(2) Self-prevention accommodation: Primarily at one's own residence, relatives' or friends' residence, or hotels and guesthouses that meet the condition of "1 person 1 room" (with private bathroom). If disinfection is properly carried out after each use of the bathroom, self-prevention can be conducted in a private room without a separate bathroom. If all cohabitants or travel companions in the household are also undergoing self-prevention, the "1 person 1 room" restriction does not apply.
(3) Epidemic prevention regulations to be observed during the self-prevention period: Please refer to the announced self-prevention guidelines. For international students and group travelers, if there are other self-prevention regulations or related guidelines, please follow the regulations set by the competent authorities of their respective sectors.
(4) Testing measures:
1. Eligibility and quantity of distribution:
(1) Upon arrival, personnel at international ports will distribute 4 rapid antigen test kits for home use to inbound travelers aged 2 years and above (based on age on the day of entry), along with health education.
(2) Considering the age restriction for the applicable subjects of rapid antigen test kits, inbound travelers under 2 years of age are not required to undergo rapid antigen testing during their self-prevention period.
(3) If inbound travelers report not receiving the rapid antigen test kits, incomplete kit contents, or are unable to complete the rapid antigen test due to accidental loss, improper operation, etc., replacement kits will generally not be provided.
2. Timing of testing:
(1) On the day of entry or Day 1 of self-prevention (D0/D1).
(2) Before going out during the self-prevention period, a negative rapid antigen test result within the last 2 days is required.
(3) When symptoms appear during the self-prevention period.
3. The aforementioned tests are to be conducted by the inbound traveler. If the rapid antigen test result is positive, please seek medical attention as soon as possible. Through remote medical/video consultation, or by entrusting relatives/friends or contacting the Municipal Health Bureau to arrange for a visit to a clinic or a responsible healthcare facility for home care, a doctor will assess and confirm the positive rapid antigen test result.
