To protect students' consumer rights and ensure their safety when studying or traveling abroad, and to strengthen publicity on related matters.

Subject: To protect students' consumer rights and ensure their safety when studying or traveling abroad, please strengthen publicity on related matters as detailed below. For your reference.
Details:  
1. In accordance with the Ministry of Education's letter No. 1130071313A, dated July 22, 113 (2024).
2. Recent media reports have highlighted cases where study abroad service providers (hereinafter referred to as "providers") have gone out of business, leading to parents being unable to recover refunds for summer camp activities organized by these providers. To safeguard students' consumer rights, please adhere to the following:
(1) When students sign contracts with study abroad service providers for overseas study and travel learning programs, schools should ensure that the provider has been certified by the Ministry of Education and that the contract complies with the "Mandatory and Prohibited Clauses for Overseas Travel Learning Standard Contracts" and the "Mandatory and Prohibited Clauses for Overseas Study Standard Contracts."
(2) Please visit the Ministry of Education's "Study Abroad Information Kaleidoscope" (hereinafter referred to as "Kaleidoscope") website (https://studyabroadinfo.moe.gov.tw). On the homepage, under "Overseas Study/Travel Safety and Rights," click on "Provider Contract Verification Results" to check for certified providers. You can also download the standard contract templates from "Overseas Study/Travel Guide" to comply with the aforementioned regulations.
(3) To ensure the safety of students studying or traveling abroad, the Ministry of Education publishes e-newsletters on the Kaleidoscope website. Please strengthen publicity and encourage students and parents to read the content of each issue. For example, the e-newsletter published in May 113 (2024), "Check Contract Verification Results Before Signing to Avoid Study Abroad Risks Early," provides important considerations before signing a contract. The e-newsletter published in July 113 (2024), "Amended Study Abroad Clauses: Balancing Safety and Personal Data Protection," conveys the Ministry of Education's revised mandatory clauses for overseas study contracts, specifically Article 7, which was amended on June 13, 113 (2024). Please ensure that students pay close attention to the contract terms when signing with study abroad service providers and inquire clearly about the use and protection of their personal data.
3. If the study tour services provided by a provider are recommended by the school or if the provider is allowed to promote their services to students, the school shall supervise whether the contracts signed between the provider and students comply with the aforementioned regulations to ensure the safety of students participating in overseas study or travel learning activities.
