Description:
I. In accordance with the Hakka Basic Law, the Regulations for the Implementation of Hakka as a Common Language, the "Key Points for Encouraging Employees of Affiliated Agencies, Schools, and Enterprises of This Government to Improve Hakka Proficiency," and the minutes of the 209th Municipal Affairs Meeting on March 20, 2019.
II. This city has a Hakka population of 853,000, ranking first among all counties and cities, accounting for 40.5% of the city's population. Article 9 of the Hakka Basic Law stipulates that individuals who achieve excellent results in promoting Hakka language and culture shall be rewarded by governments at all levels. Furthermore, the Regulations for the Implementation of Hakka as a Common Language stipulate that civil servants working in agencies (institutions) and schools in areas where the Hakka population accounts for more than one-third of the total population shall have a number of individuals who meet the Hakka population ratio of the area pass the Hakka proficiency test within 8 years. In addition, according to the "Key Points for Encouraging Employees of Affiliated Agencies, Schools, and Enterprises of This Government to Improve Hakka Proficiency," employees of this government who participate in the basic Hakka proficiency test can take official leave or compensatory leave, and those who pass can apply for a NT$1,000 gift voucher and one commendation.
III. The chairperson's remarks in point 2 of the minutes of the Municipal Affairs Meeting stated that the Hakka Basic Law has already designated Hakka as a national common language, and civil servants working in key Hakka cultural development areas should pass the Hakka certification according to the proportion of the Hakka population in the area where their service agency is located in the future. Therefore, please encourage your subordinates to sign up enthusiastically.
IV. The examination dates are August 31 and September 8 of this year, with one session each. If a single group registers 40 or more people, flexible group registration dates for additional sessions on September 21, 22, 28, and 29 will be provided.
V. This bureau has formulated the "Implementation Plan for Encouraging Group Registration for Hakka Proficiency Certification by the Hakka Affairs Department of Taoyuan City Government in 2019," which subsidizes group registration fees, transportation, and meal expenses. Schools can apply to this bureau to offer Hakka proficiency certification sprint classes based on this bureau's "Implementation Plan for Promoting Hakka Study in 2019," with a general principle of recruiting 15 people (mainly for those taking the exam this time).
VI. According to the "Key Points for Encouraging the Public to Participate in Hakka Proficiency Certification Subsidies" of this bureau, residents registered in this city who pass the basic certification can apply for a reward of NT$1,000. This government has also formulated the "Reward Plan for Students of Public and Private Senior High Schools in Taoyuan City Who Pass the Native Language Proficiency Certification." Students who pass the basic certification will be awarded a certificate by the school and receive a bonus of NT$500 each. However, the aforementioned rewards (bonus for qualified citizens, gift voucher for qualified employees, and native language certification) cannot be applied for repeatedly.
VII. We also request the Department of Education to assist in disseminating the information about the aforementioned certification to public and private kindergartens in this city and encourage them to sign up enthusiastically.
