I. In accordance with the minutes of the 217th Municipal Government Meeting and the Bureau's official letter of May 2, 2019, No. 1080035049 (for your reference).
II. Since 2018, Hakka language schools in this city that apply for Hakka language schools must implement the requirement that the total number of participants in Hakka language proficiency certification (number of applicants + number of passers) each academic year should reach 25% or more of the total number of students in each school. Please strengthen the encouragement for students, faculty, and staff to actively register for the certification.
III. The summary of the aforementioned certification information is as follows:
(I) Examination dates: One session each on August 31 and September 8, 2019. If a single group registration reaches 40 or more people, flexible choices for group registration additional sessions on September 21, 22, 28, and 29 are also available.
(II) Registration method: Online registration is available on the official website of the "2019 Hakka Proficiency Certification" (https://hakka.sce.ntnu.edu.tw/hakka).
IV. The Hakka Affairs Bureau of this Government has formulated the "2019 Taoyuan City Government Hakka Affairs Bureau Implementation Plan for Encouraging Group Registration for Hakka Proficiency Certification," which subsidizes group registration fees, transportation, and meal expenses. Furthermore, according to the "Guidelines for Encouraging Public Participation in Hakka Proficiency Certification" of the Bureau, citizens registered in this city who pass the elementary level certification can apply for a reward of NT$1,000. Students who pass the exam can receive a certificate of commendation or a commendation according to the Bureau's "Taoyuan City Public and Private Senior High School Students' Reward Plan for Passing Native Language Proficiency Certification," and students in this city who pass the elementary level or above of the city's language certification will receive 2 points in the comprehensive scoring for preferential admission to senior high schools without examination.
V. Faculty and staff, in accordance with the "Guidelines for Encouraging Employees of Affiliated Agencies, Schools, and Institutions of this Government to Improve Hakka Language Proficiency," may take official leave or compensatory leave to participate in the elementary level Hakka proficiency certification. Those who pass can apply for a NT$1,000 gift certificate and one commendation.
VI. Related incentive measures (reward for citizens, gift certificate for employees, and reward for students) cannot be applied for repeatedly.
