Description:
I. In accordance with the Hakka Basic Law, the Regulations for the Implementation of Hakka as a Common Language, the "Operational Guidelines for Encouraging Employees of Government Agencies, Schools, and Public Enterprises of Taoyuan City Government to Improve Hakka Language Proficiency," the "Operational Guidelines for Subsidizing the Public to Participate in Hakka Language Proficiency Certification," the "Taoyuan City Incentive Plan for Students of Public and Private Senior High Schools and Below Who Pass Native Language Proficiency Certification," and the "Taoyuan City Hakka Language Proficiency Certification Group Registration Incentive Plan," and in response to paperless measures, please download directly from the website: (https://reurl.cc/vD6X3L).
II. The Hakka population in our city accounts for 40%, approximately 900,000 people, ranking first among all counties and cities. Article 9 of the Hakka Basic Law stipulates that those who achieve excellent results in promoting Hakka language and culture should be rewarded by governments at all levels. Furthermore, the Regulations for the Implementation of Hakka as a Common Language stipulate that civil servants and school staff serving in areas where the Hakka population exceeds one-third should have a number of people who meet the Hakka population ratio of that area pass the Hakka language proficiency certification within 8 years. In addition, according to the "Operational Guidelines for Encouraging Employees of Government Agencies, Schools, and Public Enterprises of Taoyuan City Government to Improve Hakka Language Proficiency," government employees who participate in the elementary Hakka language proficiency certification can take official leave or compensatory leave. Those who pass can apply for a NT$1,000 gift voucher and one commendation.
III. The examination dates mentioned above are September 12th and September 20th of this year, with one session each. If a single group registers 40 or more people, the group can apply to the examination center to add examination areas and venues on multiple certification dates.
IV. To encourage various units to actively participate in the certification, our bureau has formulated the "109th Year Taoyuan City Government Hakka Affairs Bureau Incentive Plan for Encouraging Group Registration for Hakka Language Proficiency Certification," which subsidizes group registration fees, transportation, and meal expenses. We have also formulated the "Taoyuan City Hakka Language Proficiency Certification Group Registration Incentive Plan," which includes two incentive mechanisms: "Competition for the Number of Registrants in Each Level" and "Reward for Passing Certification," with the highest reward being a NT$10,000 gift voucher.
V. According to the "Operational Guidelines for Subsidizing the Public to Participate in Hakka Language Proficiency Certification" of our bureau, residents registered in this city who pass the elementary certification can apply for a NT$1,000 reward. Our city government has also formulated the "Taoyuan City Incentive Plan for Students of Public and Private Senior High Schools and Below Who Pass Native Language Proficiency Certification." Students who pass the elementary certification will be awarded a certificate by the school and receive a bonus of NT$500 each. However, the aforementioned rewards (reward for citizens who pass, gift voucher for employees who pass, and native language certification) cannot be applied for repeatedly.
