Explanation:
1. In accordance with the letter from the Mainland Affairs Council dated August 14, 2019, reference number Lu Fa Zi No. 1080400567.
2. The original letter is attached as one copy.
3. Article 9, Article 9-3, and Article 91 of the "Act Governing Relations Between the People of the Taiwan Area and the Mainland Area" have been amended.
4. These amendments were approved by the Executive Yuan on August 6, 2019, with Executive Yuan Fa Zi No. 1080026109, and will take effect from September 1, 2019.
5. Article 9, Paragraph 7, stipulates that former officials who fall under Article 4, Item 4, must obtain approval from the Review Committee before entering mainland China. The period of restriction can be extended by the original employing agency, entrusted agency, or contracted organization/institution based on national security, interests, classified information, and the nature of their duties.
6. In accordance with the aforementioned regulations, the control period, which was originally a minimum of 3 years with the possibility of extension or reduction, has been revised to a minimum of 3 years.
7. Considering that the Taoyuan City Government's duties involve local autonomy and the implementation of matters delegated by the central government, and the degree of involvement with national classified information is relatively low.
8. Therefore, the control period for former political appointees of the Taoyuan City Government entering mainland China has been changed to 3 years, and it will be implemented retroactively from September 1, 2019.
