Description:
I. In accordance with Article 4 of the Hakka Basic Law, Article 3 of the Regulations Governing the Implementation of Hakka as a Common Language (hereinafter referred to as these Regulations), and the letter from the Hakka Affairs Council dated November 5, 2019, Ref. No. Hakka-word-10861018083.
II. The announcement results of "Areas where Hakka is a common language" in this city are as follows:
(I) Areas where Hakka is a common language: Zhongli District, Yangmei District, Longtan District, Pingzhen District, Xinwu District, Guanyin District, Dayuan District, Daxi District.
(II) Areas where Hakka is the primary common language: Zhongli District, Yangmei District, Longtan District, Pingzhen District, Xinwu District, Guanyin District.
III. Government agencies (organizations) and schools holding hearings, public hearings, information sessions, and other statutory or public meetings in "Areas where Hakka is the primary common language" may, in accordance with the provisions of each subparagraph of the proviso in Article 11 of these Regulations, be exempted from the application of conducting meetings in Hakka on a case-by-case basis.
IV. When necessary, governments at all levels in "Areas where Hakka is the primary common language" may consult the Hakka Affairs Council for assistance with interpretation services in accordance with Paragraph 1 of Article 12 of these Regulations. In addition, Paragraph 2 of the same article, "The preceding paragraph regarding government subsidies for activities organized by private groups or individuals of all types shall use Hakka," refers to the need to consider the needs of Hakka speakers and use Hakka when organizing activities.
V. Furthermore, for areas where Hakka is the primary common language and which are also indigenous areas, any disputes regarding the implementation of common languages may be handled in accordance with Article 15 of these Regulations on a case-by-case basis.
VI. Attached are one copy each of the "Announcement of Areas where Hakka is a Common Language" and "Regulations Governing the Implementation of Hakka as a Common Language."
