Description:
I. In accordance with the Hakka Basic Law, the Regulations for the Implementation of Hakka as the Common Language, and the "Key Points for Encouraging Employees of Subordinate Agencies, Schools, and Enterprises of this Government to Improve Hakka Language Proficiency," the following is carried out.
II. To encourage the public to learn Hakka, promote its inheritance and development, the Hakka Affairs Council (hereinafter referred to as the "Hakka Council") is organizing the 109th Hakka Language Proficiency Certification schedule for all levels, as attached. Please inform your subordinates and encourage them to register, announce, and assist in publicizing relevant information.
III. To encourage registration for the certification exam, citizens registered in this city who pass the Hakka Language Proficiency Certification exam at any level in the current year can apply for a certification bonus from their registered district office in accordance with the "Key Points for Encouraging the Public to Participate in Hakka Language Proficiency Certification Subsidies of the Hakka Affairs Bureau of Taoyuan City Government." If employees of this government pass the Hakka Language Proficiency Certification exam at any level in the current year, they can apply for a reward voucher from this bureau in accordance with the "Key Points for Encouraging Employees of Subordinate Agencies, Schools, and Enterprises of this Government to Improve Hakka Language Proficiency." However, the aforementioned bonus and voucher cannot be claimed twice.
IV. The Hakka population in this city is 853,000, accounting for 40.5% of the city's population, ranking first among special municipality governments and third among all county and city governments nationwide. Article 9 of the Hakka Basic Law stipulates that outstanding achievements in promoting Hakka language and culture should be rewarded by governments at all levels. Civil servants and public employees serving in key Hakka cultural development zones should have a proportion of Hakka language certification passers that meets the proportion of Hakka population in the service agency's location.
V. For information on the question types, sample papers, passing standards, basic vocabulary for each level of certification, and the question bank for the beginner level, please refer to the Hakka Council website (https://www.hakka.gov.tw/首頁/服務園地/表單下載/客語推廣類/客語能力認證專區).
VI. In addition, to encourage the learning of Hakka and the continuous offering of related courses, please inform your subordinates (or affiliated organizations) that they can propose applications for opening Hakka courses in accordance with the Hakka Council's "Key Points for Subsidizing the Promotion of Hakka Academic and Cultural Activities."
