The Central Election Commission has reiterated the announcement of the 15th presidential and vice-presidential elections, and all school personnel at all levels should strictly adhere to matters related to educational and administrative neutrality.

Reiterating that the Central Election Commission has announced the election matters for the 15th President and Vice President, all levels of school personnel should strictly adhere to matters related to educational and administrative neutrality.

Explanation:
1. In accordance with the Ministry of Education's letters of August 28, 108 (2019), Tai Jiao Ren (1) Zi Di 1080125904
and October 24, 108 (2019), Tai Jiao Ren (1) Zi Di 1080149303

2. The aforementioned election announcement was issued on September 12 of this year (108), and the application for candidacy registration for the 15th President and Vice President and the 10th Legislative Yuan will be accepted from November 18 to 22 of this year.
The election for the aforementioned personnel will be held on January 11, 109 (2020). During the election period, school personnel should strictly abide by the relevant provisions of the Organic Law of Education and the Civil Service Neutrality Act (hereinafter referred to as the Neutrality Act) to uphold educational and
administrative neutrality. Furthermore, in accordance with Articles 5 and 19 of the Civil Service Act, civil servants should be diligent and prudent, and should not use public property unless it is necessary for their duties. In addition, according to the relevant provisions of the Neutrality Act, civil servants shall not use their official authority or administrative resources to engage in related political activities or behaviors to support specific political parties or candidates for public office.
3. In addition, according to Article 6 of the Organic Law of Education: "Education shall be based on the principle of neutrality. Schools shall not
engage in propaganda or activities for specific political groups. Competent educational administrative agencies and schools shall not force school administrative personnel, teachers, and students to participate in any political

Furthermore, according to Article 12 of the Civil Service Neutrality Act, administrative resources that civil servants manage in their official capacity, whether accepting or not accepting applications from political parties, other political groups, or candidates for public office according to law, should be handled with impartiality and fairness in their discretion, and there should be no differential treatment. 四、次依行政中立法第12條規定,公務人員於職務上掌管之行
政資源,受理或不受理政黨、其他政治團體或公職候選人
依法申請之事項,其裁量應秉持公正、公平之立場處理,
不得有差別待遇。是以,倘候選人向學校租借場地辦理活
動,應秉持公正立場處理。
