To inform about the reporting matters for civil servants and personnel with specific statuses (including retired and resigned) who have multiple reporting identities when returning to Taiwan after entering the mainland China region.
Explanation:
1. In accordance with the Ministry of the Interior's letter No. 1090930612 dated February 3, 109, and
attached is a copy of the original letter.
2. Article 9, Paragraph 5 of the "Statutes Governing Relations Between the People of the Taiwan Area and the Mainland Area" clearly stipulates that
current and retired/resigned personnel shall report to their (original) service
agency or entrusted agency upon returning to Taiwan after entering the mainland China region, and this provision has been in effect since September 1, 108.
3. Based on government unity, simplification of procedures, convenience for the public, and consistency of administrative regulations, for civil servants and personnel with specific statuses (including retired and resigned) who have multiple
reporting identities and enter the mainland China
region, the principles for handling their reporting upon returning to Taiwan are as follows:
(1) For current personnel with multiple reporting identities, the reporting form upon returning to Taiwan after visiting the mainland shall be submitted to their current
service agency; if their original agency for retired/resigned personnel management needs to understand the report,
it may conduct necessary investigations or agencies may mutually share reporting
information through administrative coordination.
(2) For retired/resigned personnel (without current employment) with multiple reporting identities, the reporting form shall be submitted to the last agency that managed their retirement/resignation. If the control period of the reporting agency has expired,
the form shall be submitted sequentially to the preceding agency that still has a valid control period.
