Informed of the Executive Yuan's Directorate-General of Personnel Administration's letter regarding the use of the National Tourism Card as a digital payment tool for the Stimulus Triple Vouchers. If credit card spending simultaneously meets the payment conditions for the National Tourism Card's leave subsidy and the spending threshold for the Triple Vouchers' cashback, it may be claimed separately.

To inform you about the Executive Yuan's Directorate-General of Personnel Administration's (hereinafter referred to as DGPA) letter regarding public servants using the National Tourism Card (hereinafter referred to as NT Card) as a digital payment tool for the Stimulus Vouchers (hereinafter referred to as Vouchers). If the card spending simultaneously meets the eligibility criteria for the NT Card's leave subsidy and the spending threshold for the Vouchers' cashback, it is possible to claim both separately.

Explanation:
1. In accordance with the DGPA's letter dated June 24, 109 (2020), DGPA-PEI-1090035671, a copy of the original letter is attached.

2. After consulting the opinions of the Ministry of Economic Affairs (Small and Medium Enterprise Administration) and the Joint Credit Card Processing Center, the DGPA provides the following explanation:
(1) The current mandatory leave subsidy for public servants is processed through the NT Card. The policy aims to boost domestic tourism, promote domestic demand, and encourage public servants to take leave. The eligibility criteria, as stipulated in Article 5 of the "Measures for Improving Leave for Public Servants of the Executive Yuan and its Affiliated Central and Local Agencies" (hereinafter referred to as the Leave Improvement Measures), state that agencies should require public servants eligible for leave to use their NT Card for spending at designated merchants approved by the Tourism Bureau of the Ministry of Transportation and Communications or its authorized agencies to receive reimbursement based on the actual spending amount.
(2) In response to the Executive Yuan's initiative to assist businesses affected by the COVID-19 pandemic by promoting the Stimulus Vouchers, the public could begin pre-ordering paper vouchers or linking digital payment tools (electronic stored value cards, mobile payments, credit cards) from July 1, 109 (2020), and use them at physical stores nationwide from July 15 of the same month. Those who choose digital Stimulus Vouchers can receive a government cashback of NT$2,000 upon accumulating NT$3,000 in spending.
(3) Considering that the policy objectives and eligibility criteria for the NT Card leave subsidy and the Stimulus Vouchers are different, and that public servants are not excluded from the scope of the Stimulus Vouchers, the two are not mutually exclusive. Therefore, if public servants choose to use the NT Card as a digital payment tool for the Stimulus Vouchers, their card spending can be used to claim the leave subsidy in accordance with the Leave Improvement Measures and to apply for the cashback based on accumulated spending for digital Stimulus Vouchers. For example: If a public servant uses the NT Card as a digital payment tool for the Stimulus Vouchers and spends NT$3,000 on accommodation at a designated merchant of the NT Card, they can receive a reimbursement of NT$3,000 for the leave subsidy (counted towards the tourism quota) and obtain a NT$2,000 cashback for the Stimulus Vouchers.
