Attached are the "Implementation Plan for the 1911 Civil Service Performance Evaluation Act (hereinafter referred to as the Performance Evaluation Act) Revision Regional Public Hearings" (hereinafter referred to as the Implementation Plan), meeting materials, and a questionnaire for non-attendees, each in one copy. We request that civil servants from our school who are willing to provide opinions on the revision of the Performance Evaluation Act fill out the "Questionnaire for Non-Attendees" and submit it to our office by the end of the workday on May 13, 1911, for compilation and reporting.

Explanation:
1. In accordance with the Ministry of Personnel's letter No. 1105349278, dated April 30, 1911, and with a copy of the original letter attached.

2. To improve the civil service performance evaluation system, the Ministry of Personnel has once again initiated revision-related work for the Performance Evaluation Act since the second half of 1910 and has solicited opinions from central and local competent authorities through meetings and inquiries in December 1910. Considering that the performance evaluation system is closely related to the rights and interests of civil servants, in order to ensure that the revision of the performance evaluation system is more comprehensive, complete, and meets the needs of the times, and in accordance with the relevant resolutions of the Legislative Yuan's Judicial and Legal Affairs Committee, the Ministry of Personnel plans to hold five public hearings in May 1911, including one to solicit opinions from scholars, experts, and relevant organizations, and four regional public hearings in the north, central, south, and east, to listen to the views of grassroots civil servants on the revision of the performance evaluation system.

3. Our school did not have personnel assigned to attend the public hearings for this matter. However, civil servants who were not assigned to attend the public hearings but are willing to provide opinions on the revision of the performance evaluation system can fill out the "Questionnaire for Non-Attendees" (one copy per person) to provide their opinions. We request that civil servants from our school who wish to fill out this questionnaire submit it to our office by the end of the workday on May 13, 1911, for compilation and reporting.
