| Description: |
| 1. | This is handled in accordance with the "Key Points for Shortening the Study Period for Gifted Students in Senior Secondary Schools and Below in Taoyuan City" (hereinafter referred to as "Key Points") and the resolutions of the first and second consultation meetings for the draft "Implementation Guidelines for Shortening the Study Period for Gifted Students in Senior Secondary Schools and Below in this City." |
| 2. | In accordance with Article 15 of the Key Points, "The implementation methods for gifted students in schools at all levels to shorten their study period shall be determined by the Education Bureau of this City." This is hereby stated. |
| 3. | In accordance with the Key Points, the Bureau has formulated the "Implementation Guidelines for Shortening the Study Period for Gifted Students in this City," which will be implemented from the 110 academic year. The summary is as follows: |
| (1) | Application Items: |
| 1. | Exemption from courses (learning domains), acceleration in some subjects (learning domains), acceleration in all subjects (learning domains), skipping some subjects (learning domains), and skipping all subjects (learning domains), totaling 5 categories. |
| (2) | Eligibility for Application: |
| 1. | Students applying for course exemption (learning domains), acceleration in some subjects (learning domains), or simultaneous acceleration in all subjects (learning domains) must have achieved a score in the top 7% of all students in the same grade for the relevant subject (learning domain) in the preceding semester or academic year (including the previous educational stage). |
| 2. | Students applying for skipping some subjects (learning domains) or skipping all subjects (learning domains) must have achieved a score in the top 3% of all students in the same grade for the relevant subject (learning domain) in the preceding semester or academic year (including the previous educational stage). |
| 3. | If a school has stricter percentage requirements for application due to special needs, it may be submitted to the Bureau for review on a case-by-case basis. |
| (3) | Subjects for Assessment: Applications can be made for single or multiple subjects simultaneously as follows. For skipping all subjects (learning domains), assessments must be conducted for the language, mathematics, social studies, and natural sciences domains. |
| 1. | Elementary School Educational Stage: Relevant subjects in language, mathematics, social studies, and natural sciences domains. |
| 2. | Junior High School and Senior Secondary Educational Stages: Relevant subjects in language, mathematics, social studies, natural sciences, and technology domains. |
| (4) | Passing Standards: |
| 1. | For the 4 categories of course exemption (learning domains), acceleration in some subjects (learning domains), acceleration in all subjects (learning domains), and skipping some subjects (learning domains), the assessment methods and identification standards shall be determined by the school's gifted education committee. Items that can be referenced are in the attached implementation guidelines. |
| 2. | Skipping all subjects (learning domains) requires meeting the following passing standards: |
| (1) | For the assessment subjects, the average score of the higher grade level examinations should reach the mean for the senior secondary educational stage, and reach at least one positive standard deviation above the mean for the junior high school and elementary school educational stages. |
| (2) | The score on an intelligence test or a comprehensive aptitude test should reach at least two positive standard deviations above the mean or the 97th percentile. |
| (3) | Social adaptive behavior assessment should be comparable to that of age-appropriate students, with certification provided by relevant teachers or professionals (at least two). |
| 4. | Schools shall establish a gifted education working group in accordance with the Key Points to formulate an implementation plan for shortening the study period for gifted students. This plan shall be reviewed and approved by the Special Education Promotion Committee (hereinafter referred to as "SEPC") to serve as the basis for identification. |
| 5. | The implementation process for shortening the study period in this case is as follows: |
| (1) | Students, parents, guardians, homeroom teachers, or subject teachers may self-recommend or recommend students with outstanding academic performance in specific subjects to the school. Applications should be submitted to the school by the student, with the consent of their parent or guardian, by November 5th for the first semester and by April 5th for the second semester. |
| (2) | Application for course exemption, acceleration in some subjects, or acceleration in all subjects: After review and approval by the school's SEPC, the school shall submit a report to the Bureau for record by December 5th for the first semester and by May 5th for the second semester. The report should include the school's implementation plan for shortening the study period for gifted students, learning support plan, SEPC meeting minutes, and identification data. |
| (3) | Application for skipping some subjects or skipping all subjects: After review and approval by the school's SEPC, the school shall submit a report to the Bureau by December 5th for the first semester and by May 5th for the second semester. The report should include the school's implementation plan for shortening the study period for gifted students, learning support plan, SEPC meeting minutes, and identification data. This will then be submitted to the City's Committee for the Identification and Placement of Students with Special Needs for review and approval by the Bureau before implementation. |
