The Central Epidemic Command Center announced that the national COVID-19 alert level was raised to Level 3 starting May 19, 110 (2021), and extended the national Level 3 alert until June 28, 110 (2021).
III. In response to the COVID-19 pandemic prevention period, parents or guardians need to take care of children at home, which affects work and family livelihood. To alleviate the economic burden on families, a child family epidemic prevention subsidy is provided. In accordance with the aforementioned plan, the Ministry of Education has formulated the "Operational Guidelines" attached, the contents of which are as follows:
(1) Eligibility for Subsidy:
1. The recipients of this subsidy are families with the following children:
(1) Children aged 2 years old up to the age of entering elementary school as of May 31, 110 (2021).
(2) School-aged children in elementary school during the 109 academic year.
(3) Students with disabilities in junior high school, senior high school, and the first three years of a five-year junior college program during the 109 academic year.
2. The term "students with disabilities" in the preceding paragraph refers to those who meet one of the following criteria:
(1) Students who have been identified as having disabilities by the Special Education Student Assessment and Guidance Committee at all levels of government in accordance with the Special Education Act before May 31, 110 (2021), and have been reported on the Ministry of Education's Special Education Information Network.
(2) Students who have obtained a disability certificate in accordance with the Rights and Interests of Persons with Disabilities Act before May 31, 110 (2021).
(2) Subsidy Amount: NT$10,000 per person, based on the number of children in each family.
(3) Claim Period: The first phase is from June 15, 110 (2021) to September 30, 110 (2021); the second phase will be announced by the Ministry of Education later.
(4) Claim Method: The Ministry of Education will verify eligibility using data from household registration, health insurance, student records, and the Ministry's Special Education Information Network. Eligible recipients will claim the subsidy in two phases:
1. First Phase: This phase will be handled through "online application" and "withdrawal from ATMs of three financial institutions." The claim methods and schedule are as follows:
(1) Online Application: From June 15, 110 (2021) to September 30, 110 (2021), one of the child's parents or guardians can apply at the "Executive Yuan Child and Family Epidemic Prevention Subsidy Website" (https://10000.gov.tw).
(2) Withdrawal from ATMs of three financial institutions: From June 18, 110 (2021) to September 30, 110 (2021), one of the child's parents or guardians can use a debit card from any of the 373 financial institutions nationwide to withdraw funds from ATMs of Cathay United Bank, CTBC Bank, or Taishin International Bank.
2. Second Phase: For those who are unable to claim the subsidy in the first phase due to unforeseen circumstances, the Ministry of Education will announce the information and locations for the second phase claim after the Central Epidemic Command Center announces the lifting of the national Level 3 alert.
IV. Considering that some child families may lack information equipment or face inconvenience in remote areas, schools (kindergartens) are requested to assist parents or guardians in using the information equipment provided for online learning during class suspension to apply for this subsidy online.
