Part-time teachers hired by 'after-school' clubs who do not have a primary position are experiencing a disruption in their hourly wages due to class suspensions caused by the pandemic, and are seeking relief subsidies.

Subject: To inform you about the Ministry of Education's subsidy for "after-school extracurricular teachers without a primary position in senior secondary and below schools (hereinafter referred to as extracurricular teachers) who are affected by class suspensions due to the COVID-19 pandemic, leading to interruptions in their hourly wages and impacting their livelihoods." Please handle this matter according to the following instructions. Thank you for your attention.
Instructions:  
1. In accordance with the Ministry of Education's letters dated June 30, 110 (2021) Ref: Tai Jiao Guo Zi No. 1100080735 and July 5, 110 (2021) Ref: Tai Jiao Guo Zi No. 1100083303 (attached herewith).
2. This case is for the relief subsidy for extracurricular teachers. The funding period is from July 1, 110 (2021) to September 30, 110 (2021). To simplify administrative procedures, the funding will be disbursed in a lump sum. When processing relief applications, please remind applicants to follow the Ministry of Education's letter dated July 5, 110 (2021) Ref: Tai Jiao Guo Zi No. 1100083303, Instruction 3, which stipulates a lenient interpretation. This means that if individuals meet the qualification of "teaching or providing services outside of regular school hours in senior secondary and below schools, and their hourly wages are interrupted due to students' absence from school and inability to conduct online teaching or services," they can apply for relief due to interrupted teaching (or services) caused by class suspensions during the pandemic. This is not restricted by cross-school or cross-teaching category limitations. However, the total subsidy received shall not exceed NT$40,000, in accordance with Article 7, Paragraph 1, Subparagraph 2 of the "Ministry of Education's Measures for the Relief and Revitalization of Industries and Businesses Affected by COVID-19 and Experiencing Operational Difficulties." Subsequent reconciliation will be handled by the Ministry of Education's National and Preschool Education Administration. Additionally, please remind eligible individuals to compare and choose the most favorable subsidy among similar allowances and subsidies offered by various government agencies (ministries and commissions).
3. The application details for this case are as follows:
(1) Eligible recipients: Extracurricular teachers who teach or provide services outside of regular school hours, and whose hourly wages are interrupted due to students' absence from school and inability to conduct online teaching or services.
(2) Subsidy details:
1. The hourly wage subsidy for extracurricular teachers in this case will be calculated based on the "total affected class hours" multiplied by the "adjusted hourly wage per class."
(1) Total affected class hours: Calculated based on the originally planned class hours for extracurricular teachers after May 18, 110 (2021). The calculation period is from May 19, 110 (2021) to July 2, 110 (2021).
(2) Calculated using the adjusted hourly wage per class (hour): Subsidies will be calculated at 60% of the hourly wage specified in the "Standards for Hourly Wages of Part-time and Substitute Teachers in Public Primary and Secondary Schools." For example, for instructors in senior secondary schools, the subsidy is NT$240 per class (NT$400 * 60%), NT$216 for junior secondary schools (NT$360 * 60%), and NT$192 for primary schools (NT$320 * 60%).
(3) Application period: From now until July 27, 110 (2021). Please submit the original stamped "List of Claims for Subsidy Expenses for Personnel Without Primary Positions in Senior Secondary and Below Schools and Public Kindergartens Affected by COVID-19" (details in the attachment) directly to the Student Affairs and Safety Office of this Bureau without a formal cover letter.
(4) Application and disbursement procedures:
1. Application procedure:
(1) Extracurricular teachers shall fill out the application form attached to these guidelines (see Attachment 1) from now until July 27, 110 (2021) and submit it to your school (electronic submission is acceptable, no hard copy required). After your school reviews and approves it, the subsidy will be disbursed.
(2) If applicants are unable to fill out the form themselves due to the pandemic or other special circumstances, they may, with the school's approval, have a representative fill it out through a sworn statement or by submitting it later. After your school reviews and approves it, the subsidy will be disbursed.
(3) Please submit the "List of Claims for Subsidy Expenses" (see Attachment 2) directly to this Bureau without a formal cover letter by July 27, 110 (Tuesday) for subsidy disbursement. Concurrently, the responsible person at your school should log in to the Bureau's Unified Authentication and Authorization Platform for Educational Public Service (https://sso.tyc.edu.tw/TYESSO/Login.aspx) / Office Automation System / Online Reporting and Notification System to complete the reporting of the "Survey of Subsidy Expenses for After-School Extracurricular Teachers Without Primary Positions in This City Affected by COVID-19" (ID: 619), to facilitate subsequent compilation.
(4) Disbursement method: This Bureau will approve and disburse the subsidy to each school in a lump sum based on the approved items and amounts. After your school's review and approval, the funds should be remitted to the designated bank account of the extracurricular teacher within 2 weeks.
4. Other important notes:
(1) Extracurricular teachers receiving subsidies in this case shall not receive similar allowances or subsidies from other government agencies. It has been noted that the Ministry of Labor also offers relief programs for "self-employed individuals or workers without a fixed employer" and "part-time employed workers." Eligible individuals are encouraged to check the Ministry of Labor's website homepage / Business Areas / Labor Rights and Assistance Measures Related to Epidemic Prevention / Epidemic Relief Special Zone (URL: https://www.mol.gov.tw/topic/44761/48532/) for information to choose the most favorable option.
(2) If the Ministry of Education, this Bureau, or your school discovers any false reporting, over-reporting, or duplicate subsidies in this case, schools should take appropriate measures to assist in recovering any overpaid or duplicated subsidies.
(3) Schools should properly retain all supporting documents and certificates related to personnel subsidies affected by the pandemic for future reference. The Ministry of Education and this Bureau may conduct relevant audits.
(4) This program may be subject to adjustments and announcements based on the pandemic's development and funding availability. Any matters not covered herein shall be handled in accordance with relevant laws and regulations, the Ministry of Education's Guidelines for the Disbursement and Settlement of Subsidies and Commissioned Funds, or other relevant announcements.
5. Attached are the application form and the list of claims for this case, one copy each.
