For your information, regarding the 2022 Taoyuan City Government Elite Training Program (hereinafter referred to as "the Program").

Explanation:
I. In order to enhance the knowledge and skills required for the work of colleagues in various agencies under the Taoyuan City Government, and to improve service quality and personnel quality, this program has been formulated. The relevant key points are as follows:
(I) Target audience: Personnel from various agencies and schools under the Taoyuan City Government (including contract employees and temporary staff).
(II) Training categories: Five major categories of training courses are planned, including trend highlights, leadership and management, professional skills, policy-oriented, and self-development, with an estimated 88 sessions.
(III) Matters for cooperation by various agencies:
1. Each agency should carefully select participants based on individual needs and actual work responsibilities, avoiding concentration of training on a few individuals, and appropriately allocating training opportunities to personnel of all genders.
2. If the scheduled participants are unable to attend due to official duties after the allocation of training slots, each agency shall select replacement personnel for training and complete the registration within the online registration deadline.
3. Participants shall be granted official leave, and a substitute shall be appointed in advance to handle their work during the training period.
4. The Taoyuan City Government Department of Personnel may consider the cooperation of each agency in various training and dispatching matters as an important reference for the performance appraisal of personnel agencies and the year-end performance appraisal of personnel in various agencies.
(IV) Required training hours for personnel from various agencies and schools under the Taoyuan City Government:
1. 20 hours related to work:
(1) For civil servants and contract employees in each agency, the annual learning hours related to work shall be 20 hours per person, of which 10 hours are mandatory courses, including current major government policies (1 hour), environmental education (4 hours), and democratic governance values (5 hours), with digital learning being prioritized; the remaining 10 hours are for other work-related courses.
(2) The Taoyuan City Government has assembled a 10-hour mandatory digital learning package course in the "Le Tao e-Learning Park" section of the "e-Civil Servant+ Learning Platform". Colleagues are requested to complete their selection by September 30, 2022.
2. Other required hours: In accordance with relevant laws and regulations.
(V) Rewards:
1. For those who pass the English proficiency test, each agency may, under the principle of not duplicating awards, grant awards according to the award standards and amounts stipulated in this program.
2. For award standards and amounts for passing Hakka language certification, please refer to the "Taoyuan City Government Measures for Encouraging Employees of Affiliated Agencies, Schools, and Enterprises to Improve Hakka Language Proficiency".
