Certification qualification of "National Taiwanese Language Proficiency Test" Level B2 or above

Subject: Forwarding the case regarding the "National Taiwanese Language Proficiency Test" B2 level or above certification qualifications obtained from National Cheng Kung University in 2019 (and prior), please be informed.
Explanation:  
I. In accordance with our bureau's letter dated March 14, 2022, No. 1110019339 (assumed to be received) and the letter from the Ministry of Education's National Academy for Educational Research (hereinafter referred to as NAER) dated April 1, 2022, No. 1110031976.
II. It is noted that the Ministry of Education, in its letter dated September 10, 2020, No. 1100119507, revised the conditions for recognizing Hokkien language proficiency certifications after considering the practical situations of local governments in recognizing such certifications. These revised conditions include (1) a Hokkien language proficiency certificate issued by the central education authority, and (2) a valid certificate from another Hokkien language certification examination that is equivalent to the Common European Framework of Reference for Languages (CEFR). Subsequently, on November 11, 2021, the "Regulations for the Training and Employment of Hokkien Language Teachers in Primary and Secondary Schools and Kindergartens" were promulgated by Order No. 1100139149A.
III. Furthermore, the "National Taiwanese Language Proficiency Test" administered by the Taiwan Language Testing Center of National Cheng Kung University has published a grading standard table and relevant research reports aligned with the CEFR framework on its official website. The "National Taiwanese Language Proficiency Test" began in 2009, and in 2010, it was announced that the 2009 examinations were aligned with the CEFR framework. Therefore, certificates issued prior to this are also retroactively recognized.
IV. NAER has obtained the list of individuals who passed the certification in 2021 from National Cheng Kung University and has been uploading data to the human resources network annually since 2021. However, considering that prior to 2020, NCKU did not obtain authorization from the applicants, for the certification lists from 2019 and earlier, please refer to our bureau's letter dated March 14, 2022, No. 1110019339, and report to the NAER human resources network.
