Matters related to the qualification certification of Min-Dong language teaching staff

Subject: Regarding the qualification accreditation of teachers for Min Dong language and literature in secondary and below schools, please refer to the details in the explanation for your reference.
Explanation:  
1. In accordance with the letter from the Ministry of Education's National and Preschool Education Administration (hereinafter referred to as the Administration) dated April 14, 111 (2022), Ref. No. Tai Jiao Guo Shu Guo Zi Di 1110047080.
2. According to Article 2 of the Regulations on the Appointment of Teaching Support Staff for Junior and Senior High Schools, the term "teaching support staff" refers to individuals with expertise in specific subjects or domains who provide teaching support on a part-time basis. Indigenous languages include indigenous languages, Hakka languages, Minnan languages, and other local languages offered based on regional characteristics. Furthermore, according to Article 3, teaching support staff with expertise in the specific subjects or domains mentioned in the preceding article shall obtain a qualification certificate through accreditation organized by the competent authorities of the municipalities and counties (cities). To provide a consistent curriculum framework for reference across all counties and cities, the Administration has established the training curriculum framework for local language (Minnan, Hakka, and Min Dong) teaching staff for junior and senior high schools, which local governments can follow. This is stated for your information.
3. According to the "Training Curriculum Framework for Local Language (Minnan, Hakka, and Min Dong) Teaching Staff for Junior and Senior High Schools" submitted with the Administration's letter dated March 19, 110 (2021), Ref. No. Tai Jiao Guo Shu Guo Zi Di 1100033227, for Min Dong language and literature, incumbent teachers who wish to teach local languages need to complete 30 hours of specialized courses in local languages (exempt from 12 hours of professional education courses) according to the curriculum framework, and pass three assessment evaluations including an oral examination, a written examination, and a teaching demonstration.
4. Considering that experienced educators are already engaged in teaching and promotion, experts and scholars with professional knowledge of Min Dong language and teaching may be exempted from training and examinations under the following conditions:
(1) The following individuals possess practical experience and professional expertise in Min Dong language and literature, and are exempt from oral examinations, written examinations, and teaching demonstrations:
1. Graduates of domestic or foreign junior colleges or above, with five or more years of professional work experience relevant to the Min Dong language and literature domain.
2. Individuals who are not graduates of domestic or foreign junior colleges or above, with ten or more years of professional work experience relevant to the Min Dong language and literature domain.
3. Qualified teachers in secondary and below schools with five or more years of teaching service and three or more years of experience as part-time consultants in Min Dong language and literature professional guidance groups in municipalities or counties (cities), or two or more years of experience as full-time consultants in Min Dong language and literature professional guidance groups in municipalities or counties (cities).
(2) The following individuals possess profound teaching experience and excellent Min Dong language proficiency, and are qualified as Min Dong language teachers, exempt from further training, oral examinations, written examinations, and teaching demonstrations.
1. Former judges of national-level or above professional Min Dong language competitions.
2. Individuals who have received awards or certificates of honor from the Ministry of Education for outstanding contributions to the promotion of local languages in their efforts to promote Min Dong language and literature.
3. Former committee members who participated in textbook compilation projects for Min Dong language and literature by the Ministry of Education or the Administration.
