| Subject: | In response to the recent continuous rise in domestic COVID-19 cases, to strengthen epidemic prevention capacity and resilience, the Central Epidemic Command Center for Severe Pneumonia with Novel Pathogens has adjusted the principles and measures for home isolation of close contacts as described below. Please be informed. |
| Description: |
| 1. | In accordance with the "Government Health and Disease Letter No. 1110140076" dated May 31, 111 (2022). |
| 2. | In response to the widespread community transmission, to balance risk control and maintain public health epidemic prevention capacity, and after referencing overseas epidemic prevention policies, the Command Center has adjusted the principles and measures for home isolation of close contacts, as follows: |
| (1) | Scope of Close Contact Tracing: |
| 1. | From May 8, 111 (2022), it has been limited to cohabiting family and friends, with workplace and school contacts adopting voluntary response measures. Furthermore, from May 17 of the same month, individuals who have completed 3 doses of vaccination can be exempted from home isolation and will be required to undergo 7 days of self-prevention. |
| 2. | Roommates in dormitories of universities, colleges, and schools, or workplace roommates, will still be required to undergo home isolation, similar to "cohabiting family and friends." |
| (2) | Calculation of Isolation Period and Measures: |
| 1. | For individuals who have not completed 3 doses of vaccination: they must undergo home isolation for 3 days starting from the day after the last contact with a confirmed case, followed by 4 days of self-prevention after the isolation period. |
| 2. | From 00:00 on May 17 of this year, close contacts who are determined to be confirmed cases and have completed 3 doses of vaccination may be exempted from home isolation, but they must undergo self-prevention for 7 days starting from the day after the last contact with a confirmed case. |
| (3) | Testing Measures and Related Fees: |
| 1. | The principle is to use home rapid antigen test kits. |
| 2. | Roommates in dormitories of confirmed cases will be provided with 2 rapid antigen test kits per person by the school (which can be prioritized from epidemic prevention supplies allocated by the Ministry of Education). |
| 3. | To be used at the time of contact tracing, when symptoms appear, or upon the first outing during the self-prevention period. If an outing is necessary during the self-prevention period, a negative result from a home rapid antigen test within the last 2 days is required. |
| (4) | For those who test positive with a rapid antigen test, they can make an appointment for remote medical services or video consultations. Medical personnel will assess and confirm the positive rapid test result. If the home environment is not equipped for video consultations or if an appointment for video consultation cannot be made, a non-cohabiting relative or friend can bring the National Health Insurance card and the rapid test kit cartridge or test strip to a clinic or a designated medical institution responsible for home care (including health stations) for a doctor to confirm the positive rapid test result. | 3. | In addition, to simplify epidemiological investigation procedures, the Command Center launched the "Confirmed Case Self-Reporting Epidemiological Investigation System" on May 1, 111 (2022). Through self-reporting by individuals and notification of their cohabiting family and friends for isolation, information on confirmed cases and their close contacts is collected in real-time, and isolation measures are implemented. Therefore, to align with practical situations and avoid infringing upon the rights and interests of the public, the Command Center has revised the "Notice of Home (Individual) Isolation for Severe Pneumonia with Novel Pathogens Case Contacts" and posted it on the CDC's global information website under the "COVID-19 Epidemic Prevention Zone" (https://www.cdc.gov.tw).
