| Subject: | The Central Epidemic Command Center (CECC) for Severe Pneumonia with Novel Coronavirus Infection (hereinafter referred to as the Command Center) has adjusted the inbound quarantine policy starting from June 15 of this year. Please be informed. |
| Explanation: |
| I. | This is handled in accordance with the letter of our government dated June 21, 111, with the reference number 1110166954. |
| II. | Considering the domestic and international epidemic situation, epidemic prevention and medical capacity, and to promote economic and social activities and necessary international exchanges, the Command Center has adjusted the inbound quarantine policy to "3 days of home quarantine followed by 4 days of self-initiated epidemic prevention." |
| III. | The key points of the aforementioned home quarantine policy are summarized as follows: |
| (1) | Scope of application: Persons entering the country from 00:00 on June 15 of this year (based on the scheduled arrival time of the flight). |
| (2) | Calculation of quarantine days: The quarantine period is 3 days starting from the day of entry as Day 0, followed by 4 days of self-initiated epidemic prevention after the quarantine period ends. |
| (3) | Quarantine location: |
| 1. | "Own residence or a relative's/friend's residence that meets the 'one person, one household' condition" or "quarantine hotel," with the principle of "completing 3 days of home quarantine and 4 days of self-initiated epidemic prevention at the same quarantine location." The definition of 'one person, one household' is detailed in the "Principles for Care and Investigation of Home Quarantine Individuals by Local Governments" (as attached in Appendix 1). |
| 2. | If an inbound quarantine individual initially quarantines at a quarantine hotel and then returns home for the subsequent 4 days of self-initiated epidemic prevention, the individual must apply for "Change of Location During Self-Initiated Epidemic Prevention" with the civil affairs bureau of the location where they will conduct self-initiated epidemic prevention. After approval, the individual must sign the "Declaration of Inbound Passenger for Change of Location During Self-Initiated Epidemic Prevention" (as attached in Appendix 2) for record-keeping. The residence or relative's/friend's residence for self-initiated epidemic prevention must also meet the 'one person, one household' requirement. |
| (4) | General principles: |
| 1. | Family members/cohabitants who enter the country on the same day can reside together at the quarantine location (own residence, relative's/friend's residence, or quarantine hotel) during the quarantine and self-initiated epidemic prevention periods. |
| 2. | If an inbound individual has individual needs for shared care during the quarantine period, it shall be handled in accordance with current regulations. Family members/cohabitants who entered together or non-quarantined family members can provide shared care during the quarantine period. |
| (5) | Testing measures: |
| 1. | PCR testing: Upon arrival (Day 0), coordinated testing and PCR testing will be conducted at international ports in accordance with current procedures. |
| 2. | Home rapid test kit testing: |
| (1) | Considering the age restrictions for home rapid test kits, personnel at international ports will distribute 2 home rapid test kits to inbound individuals aged 2 years and above (based on their age on the day of entry) upon arrival, along with explanations and guidance on related matters. The aforementioned 2 home rapid test kits are provided for inbound individuals to use "when symptoms appear during the quarantine period" and "when going out for the first time during self-initiated epidemic prevention." Inbound individuals under 2 years of age are not required to perform rapid tests during home quarantine and self-initiated epidemic prevention. If symptoms appear, they should seek medical attention in the same way as other inbound individuals. |
| (2) | If an inbound individual reports not receiving the rapid test kit, or if the kit contents are incomplete, or if the kit is lost or damaged due to accidental mishandling, they should contact the civil affairs bureau for assistance with replacement. |
| (3) | Rapid test results and related arrangements: If a quarantined individual reports a "positive" rapid test result, please refer to the "Assessment, Confirmation, and Reporting Procedures for Positive Rapid Test Results of Home Isolation, Self-Initiated Epidemic Prevention, and Home Quarantine Individuals" for handling. For those staying in a centralized quarantine facility, the procedures for centralized quarantine facilities shall apply. |
| (6) | Health care measures: The daily "two-way SMS" and "voice call" health monitoring mechanism will be maintained during home quarantine. Quarantine individuals will report their health status via SMS/voice call (as attached in Appendix 3). |
| (7) | Regulations during self-initiated epidemic prevention: |
| 1. | The regulations for self-initiated epidemic prevention are detailed in Article 4 of the "Prevention of Severe Pneumonia with Novel Coronavirus Infection Health Declaration and Home Quarantine Notice," under the "Matters to be Observed and Rights Notification for Home Quarantine Individuals" (as attached in Appendix 4). |
| 2. | In the case of business engagements: |
| (1) | Employees may go to work, attend visits, give lectures, and attend meetings, but must wear masks at all times and maintain social distancing. |
| (2) | Meals can be taken alone or with specific individuals in a private space within a restaurant, but a partition or social distancing must be maintained. |
| 3. | Considering that there may still be a risk of transmission during the self-initiated epidemic prevention period, individuals should return to their quarantine hotel, 'one person, one household' residence, or relative's/friend's residence as soon as possible after completing necessary outings. If a person undergoing self-initiated epidemic prevention in a quarantine hotel leaves and does not return, the quarantine hotel operator will report to the civil affairs bureau and health bureau the following morning to investigate and confirm whether the individual has violated the self-initiated epidemic prevention regulations. If a violation is found, penalties will be imposed in accordance with Article 69 of the Communicable Disease Control Act. |
