The local public official election and the referendum on constitutional amendments in the 111th year are approaching. All administrative personnel of this school are requested to strictly adhere to the principle of administrative neutrality.

Explanation:
1. In accordance with the Ministry of Personnel's letter dated August 22, 111, No. 1115483981, with one copy of the original letter attached.

2. The Central Election Commission and various local election commissions have announced the local public official election on August 18, 111. The application for candidate registration will be accepted from August 29 to September 2 of the same month. Voting will be held concurrently with the referendum on constitutional amendments on November 26 of the same year. All personnel of agencies (organizations) and schools are requested to strictly abide by the relevant provisions of the Civil Service Neutrality Act (hereinafter referred to as the Neutrality Act) during the period of public official elections and referendums.

3. According to the relevant provisions of the Civil Service Act and the Neutrality Act, civil servants shall not use administrative resources, take advantage of their official positions, influence the execution of public affairs, or use their titles and insignia to support or oppose specific political parties or candidates for public office. They shall also not use their official power, opportunities, or methods to demand that others not exercise their voting rights or to exercise them in a specific way. Furthermore, superiors (including political appointees and popularly elected officials) shall not require civil servants to engage in acts prohibited by the Neutrality Act, in order to maintain the impartial image of administrative neutrality of government agencies. Therefore, all personnel of agencies (organizations) and schools are urged to comply with the aforementioned regulations.

4. To facilitate the judgment of the legality of individual cases by agencies (organizations) and schools, the Ministry of Personnel has posted interpretations and Q&As related to the Neutrality Act on its national information network (Service Area/Document Archive/Compilation of Personnel Regulations Interpretations; Service Area/Frequently Asked Questions/Legislation Department). Please make good use of these resources for reference.
