| Instructions: |
| I. | In accordance with the letter from our government, No. 1110269852, dated September 26, 111. |
| II. | The Central Epidemic Command Center (CECC) for Severe Pneumonia with Novel Pathogens (hereinafter referred to as the Command Center), in order to continuously promote socio-economic development and meet the living needs of the public, has made the aforementioned adjustments to entry quarantine measures after comprehensive evaluation. Key points are summarized as follows: |
| (1) | Quarantine facilities: The 3 days of home quarantine and 4 days of self-prevention can be carried out in "one's own residence or a relative's/friend's residence that meets the "1 person per room" condition" or "quarantine hotel." "1 person per room" is generally defined as a separate room with an independent bathroom. |
| 1. | Considering that the self-prevention period may still be within the incubation period of the virus, it is maintained that one cannot stay in general hotels during the self-prevention period. |
| 2. | Due to the limited quarantine hotel and medical resources in the outlying islands, and the continued risk of infection during the self-prevention period, it is recommended that residents of outlying islands returning to Taiwan from abroad complete the 3 days of home quarantine and 4 days of self-prevention on the main island. However, if there are urgent social needs during the self-prevention period, such as attending a funeral or visiting a critically ill relative, they may return to the outlying islands, provided they wear a mask at all times and maintain social distancing when using public transportation. |
| 3. | Family members/cohabitants arriving on the same day can stay in the same room for the 3 days of home quarantine and 4 days of self-prevention at their own residence, a relative's/friend's residence, or a quarantine hotel, and are not subject to the "1 person per room" restriction. |
| (2) | Testing measures: |
| 1. | Distribution targets and quantities: |
| (1) | Upon arrival, international port personnel will distribute 4 rapid antigen test kits to all inbound travelers aged 2 years and above (based on their age on the day of entry), along with health education guidance. |
| (2) | Considering the age restrictions for rapid antigen test kits, inbound travelers under 2 years of age are not required to perform rapid antigen tests during home quarantine and self-prevention. If they develop symptoms, they should seek medical attention in the same way as other inbound travelers. Additionally, if an individual is unable to perform a rapid antigen test for any reason, they are not required to perform the test during home quarantine. However, considering that the self-prevention period may still be within the incubation period of the virus, if they need to go out during self-prevention, they must have a negative rapid antigen test result within the last 2 days. |
| (3) | If an inbound traveler reports not receiving the rapid antigen test kit, that the kit is incomplete, or if the kit is lost or damaged due to carelessness, resulting in the inability to complete the test, replacement kits will generally not be provided. |
| 2. | Testing timing: |
| (1) | On the day of arrival or Day 1 of quarantine (D0/D1). |
| (2) | On the day of completing home quarantine (D3). |
| (3) | When needing to go out during the self-prevention period, a negative rapid antigen test result within the last 2 days is required. |
| (4) | When experiencing symptoms during home quarantine and self-prevention. |
| 3. | Test results and related procedures: |
| (1) | If the rapid antigen test result is "positive," please use remote medical/video consultation services. If video consultation is not possible, you may entrust a relative or friend to take the test result to a clinic or the responsible medical institution for home care (including health centers) for a doctor's assessment and confirmation of the positive result. | (2) | If the rapid antigen test result is "inconclusive," please perform another rapid antigen test. For those staying in a centralized quarantine facility, procedures will be carried out according to the facility's operations. |
| (3) | For rapid antigen tests performed on the day of completing home quarantine, when experiencing symptoms during home quarantine and self-prevention, or when needing to go out during self-prevention, inbound travelers are responsible for performing the tests themselves, and the results do not need to be tracked. |
| (3) | The detailed procedures for COVID-19 rapid antigen testing for inbound travelers during quarantine at international ports are attached. |
