To inform you about the matter of granting leave after appointment for facts that would allow for leave under the Teacher Leave Regulations prior to appointment. The Ministry of Education has amended the regulations as attached, taking into account the leave provisions for civil servants, and the amendments are effective retroactively from August 1, 111 (2022).

Explanation:
1. In accordance with the Ministry of Education's letter No. Tai Jiao Ren (San) Zi Di 1110089077 dated September 21, 111 (2022).

2. Reference is made to the Ministry of Education's letter No. Tai Jiao Ren (San) Zi Di 1060000749A dated February 16, 106 (2017), which stipulated that for civil service examination candidates who got married before reporting for duty but started their employment within the leave period prescribed by the Teacher Leave Regulations, leave would be granted. This provision was relaxed to allow newly appointed teachers who registered their marriage before appointment and started their employment within the period specified by the Teacher Leave Regulations to be granted the remaining number of marriage leave days, calculated from the date of marriage up to the day before appointment (including rest days), based on the number of marriage leave days stipulated in the Teacher Leave Regulations. The Ministry further stipulated in its letter No. Tai Jiao Ren (San) Zi Di 1090150021 dated December 23, 109 (2020) that for teachers who experienced marriage, childbirth, miscarriage, spouse's childbirth or miscarriage, or death of a spouse or relative before appointment, leave could be granted after appointment by deducting the number of days from the date of the event to the day before appointment (including rest days) from the total leave days allowed for each event, and granting the remaining days.

3. Furthermore, the Civil Service Protection and Training Commission's letter No. Gong Xun Zi Di 1100009030 dated September 27, 110 (2021) states that for civil service examination candidates who experienced childbirth, miscarriage, death of a spouse or relative (including blood relatives and relatives by marriage), or marriage before reporting for duty and practical training, leave granted after reporting for duty and practical training would be calculated by deducting the number of working days from the date of the event to the day before reporting (excluding rest days), granting the remaining leave days during the practical training period, and then prorating based on the ratio of the practical training months to the entire year.

4. The Ministry of Education, taking into account the aforementioned civil servant leave regulations and the needs of teachers' leave, has stipulated that effective August 1, 111 (2022), for teachers who experience marriage, childbirth, miscarriage, spouse's childbirth or miscarriage, or death of a spouse or relative before appointment, leave may be granted after appointment by deducting the number of days from the date of the event to the day before appointment (excluding rest days) from the total leave days allowed for each event, and granting the remaining days.

5. Attached are copies of the original letter and the "Summary Table for Handling Leave for Facts Occurring Before Teacher Appointment Under the Teacher Leave Regulations," each in one copy.
