Youth Proposal Video Submission Guidelines
I. Purpose of Submission: In 1989, the United Nations General Assembly designated November 20th as Universal Children's Day and adopted the Convention on the Rights of the Child (CRC), which comprehensively protects children's rights with children as the main subject. To implement the rights of youth to express their opinions and participate in public policy, and to provide a platform for youth to voice their opinions, this activity calls for proposals and suggestions for improvement regarding Taoyuan City's policies, legal operations, or various administrative affairs through video submissions. It also invites the public to pay attention to this issue.
II. Submission Period and Registration Method: From now until October 31, 2022. For detailed information, please refer to the activity website: https://feversocial.com/44487/Taoyuan111CRC-24631.
III. Eligibility: Participants are limited to youth aged 12 to 18 in this city (can propose jointly), who are registered residents or actually reside in this city.
IV. Organizer: Taoyuan City Government Social Affairs Bureau
V. Selection Content: (I) Video length is limited to 1 minute. The content should explain Taoyuan City's policies, legal operations, or various administrative affairs, proposing needs and suggestions for improvement. (Bases and other explanations can be added in the video description field). (II) Video content must not involve commercial promotion and should be suitable for general public viewing. Submitted short films will not be returned, regardless of whether they win an award. Winners will be required to provide uncompressed, subtitle-free original files (avi or mov) to the organizer. The copyright belongs to the Taoyuan City Government Social Affairs Bureau, which may reproduce and use them free of charge for related promotional purposes.
VI. Selection Specifications
(I) Filming Equipment: No restrictions on video filming equipment.
(II) Filming Techniques: Creative styles are not limited.
(III) Video Length: Total length not exceeding 1 minute.
(IV) Video Format: Format is not limited, but it should be a file format that can be shared on various social platforms, such as: avi, mov, mpg, wmv, etc. To avoid blurry video quality, a resolution of 1080P or higher is recommended.(V) Video Requirements: Including opening, content, ending, and Chinese narration subtitles.
VI. Submission Method(I) Go to the dedicated activity website, confirm the notes, and click "Register Now."(II) Upload the video to your personal YouTube channel, set the video to "unlisted," and provide the video link and relevant information.(III) Fill in the participant's name, video title, and video description, and agree to the relevant terms.(IV) Fill in personal contact information, and complete the registration form and consent form. Send the registration documents via email to artemistw0125@gmail.com. The submission team will reply with a confirmation email upon receipt to complete the registration process.
VII. Evaluation CriteriaThe submission team will conduct a qualification review to ensure that the submitted materials are complete and comply with the regulations.(I) Professional Evaluation: A panel of judges composed of the Taoyuan City Government Social Affairs Bureau and experts will conduct the evaluation.Evaluation ItemsTheme and Content: Appropriateness of the theme, completeness of the plot, and accurate conveyance of regulations and policies - 40%Creativity: Innovative content, ingenious plot - 30%Overall Presentation: Visual effects, imagery, music, recording and post-production, coordination, and aesthetics, etc. - 30%(II) Online Popularity Award1. Online Popularity Vote: To increase public attention, this activity specially sets up the "Best Popularity Award," inviting the public to vote for their favorite proposed videos.2. Voting Period: From 12:00 on November 1st to 17:00 on November 10th.3. Voting Mechanism: The video with the most votes on the website wins. In case of a tie in votes,the number of views on that video on the participant's YouTube channel will be used as the final statistic.4. Lucky Draw for Voters: All participants who vote will have a chance to win. A total of 10 winners will be drawn. The list of winners will be announced on the Social Affairs Bureau's fan page after the voting ends.list.VIII. Awards(I) First Place: NT$20,000 prize money and a certificate.(II) Second Place: NT$10,000 prize money and a certificate.(III) Third Place: NT$5,000 prize money and a certificate.(IV) Online Popularity Award: Three winners, exquisite gifts and a certificate.(V) Participation Award: NT$100 convenience store gift certificate.(VI) Remarks: According to the Income Tax Act of the Republic of China, prize values will be included in the recipient's annual consolidated income. A withholding statement for various income types will be issued in the following year. For prizes or prize money totaling NT$20,000 or more, winners must pay a 10% withholding tax before receiving the prize. This tax will be withheld in advance. If the winner is not a national of the Republic of China, a 20% tax rate will be withheld according to the Income Tax Act (based on the tax laws of the year of award). Refusal to comply will be considered a voluntary forfeiture of the award, and the award will be deemed vacant.waiver and disqualification from the award. The award will be considered vacant.IX. Notes(I) Participants must carefully read the relevant regulations. Any work that does not comply with the regulations will be disqualified and not included in the evaluation.(II) Participants must provide proof of residency in Taoyuan or enrollment in Taoyuan schools at any level, such as an ID card or student ID.(III) Submitted works must be entirely original and not previously published. Plagiarism, imitation, or copying are strictly prohibited. If it is verified that a submitted work violates the above, the organizer may cancel the participant's eligibility. If it is an award-winning work, the award may be revoked, and the prize money and award announcement may be reclaimed. If this causes losses to third-party rights, the participant shall bear full legal responsibility.(IV) Participants must sign a transfer agreement, agreeing that the organizer has the right to publicly broadcast, reproduce, market, and conduct other non-profit promotional activities with the submitted works without additional compensation. Participants also agree not to exercise moral rights against the organizer.(V) Participants are responsible for backing up their work files. All submitted works will not be returned.(VI) Award-winning works must be provided free of charge with one copy of the subtitle-free file (avi or mov) and one copy of the uncompressed original file with subtitles (avi or mov), both with a resolution of 1080P or higher. Failure to comply will result in disqualification.(VII) If submitted works do not meet the standards, they may be deemed vacant.(VIII) The organizer reserves the right to cancel, terminate, modify, or suspend this event. In addition, for any matters not covered, the organizer reserves the right to interpret and modify the event.(IX) Award Ceremony1. Date: Saturday, November 19, 2022.2. Location: Global Mall, Taoyuan A19(No. 352, Section 2, Gaotie South Road, Zhongli District, Taoyuan City)3. Documents required for claiming the award:Winners will be notified by phone or email. Please bring your ID card on the day of the award ceremony and provide a photocopy of both sides of your ID card (for tax reporting purposes) to the staff.If the winner cannot attend in person, a power of attorney must be filled out, and the power of attorney and a photocopy of both sides of the ID card should be given to the authorized person. The authorized person must bring the aforementioned documents to the award ceremony site for verification and to receive the prize on behalf of the winner, presenting their own identification for verification.designated site, and submit a photocopy of the winner's ID card (front and back) for prize collection.X. Collection, Processing, and Use of Personal Data(I) This event is organized by the Taoyuan City Government Social Affairs Bureau and executed by Artemis Public Relations Consultants Co., Ltd.(II) The organizer obtains participants' personal data for the purpose of conducting the evaluation process for this event. The collection, processing, and use of participants' personal data shall comply with the Personal Data Protection Act and relevant laws. The personal data collected in this event (as listed in the registration form) will be used for publishing the list of winners on the internet, newspapers, and other media, including names and winning works. The period of use is permanent, the region of use is unlimited, and the recipients are the organizer and third parties authorized by the organizer.(III) Participants are free to choose whether to provide relevant personal data. However, if they refuse to provide personal data, the organizer will not be able to accept the registration. If a participant requests to stop the collection, processing, use, or deletion of personal data, and this affects their eligibility, it will be considered a waiver of participation.XI.
