Amend the "Regulations on Penalties for Epidemic Prevention Measures for Severe Special Infectious Pneumonia (COVID-19)"

Subject: To inform that the Ministry of Health and Welfare amended the "Regulations on Penalties for Severe Special Infectious Pneumonia (COVID-19) Epidemic Prevention Measures" on December 1, 111 (2022), with the order No. Wei Shou Ji Zi Di 1110201055. Please acknowledge receipt.
Explanation:  
1. In accordance with the letter from the Department of Secondary Education, Ministry of Education, dated December 7, 111 (2022), No. Tai Jiao Guo Shu Xue Zi Di 1110170985.
2. The summary of the amendment is as follows:
(1) The requirement to wear a mask at all times when going out has been removed and adjusted to "wear a mask at all times when going out in indoor spaces and indoor venues (including the interior of vehicles such as carriages, ships, and aircraft)." Masks may be temporarily removed in the following situations:
1. When there is a genuine need to eat or drink while going out.
2. The following occasions/activities:
(1) When engaging in sports, singing, or taking personal/group photos.
(2) When driving alone, if all occupants are family members living together, or if there are no other passengers in the car.
(3) During formal filming or conduct of talking-based work or activities such as live streaming, video recording, hosting, reporting, delivering speeches, lectures, or teaching.
(4) In places where masks can easily become damp, such as hot/cold springs, saunas, hydrotherapy facilities, steam rooms, and water activities.
(5) Masks should be carried at all times during the above occasions/activities. However, masks must still be worn if you have related symptoms or cannot maintain social distancing from unspecified individuals.
3. In indoor venues or activities designated by the Central Epidemic Command Center for Severe Special Infectious Pneumonia or the competent authority, masks may be temporarily removed if relevant epidemic prevention measures are met.
(2) The regulation prohibiting guests from leaving their tables for social interactions such as toasting during banquets has been canceled.
3. For other matters, please refer to our bureau's letter dated December 1, 111 (2022), No. Tao Jiao Ti Zi Di 1110116061 (assumed to be received).
