For your information, the Taoyuan City Government has established the "2023 Elite Civil Servant Training Program" (hereinafter referred to as "the Program").
Description:
I. In order to enhance the knowledge and skills required for the work of colleagues in the various agencies under the Taoyuan City Government, and to improve service quality and personnel caliber, the Program has been established with the following key points:
(I) Target Audience: Personnel from all agencies and schools under the Taoyuan City Government (including contract employees and temporary staff).
(II) Training Categories: Four major categories of training courses are planned, including leadership and management, professional skills, policy-oriented, and self-development, with an estimated 91 sessions to be held.
(III) Matters for Cooperation by Various Agencies:
1. Each agency should carefully select participants for training, considering individual needs and actual work responsibilities, to avoid concentrating training on a few individuals, and to appropriately allocate training opportunities for personnel of all genders.
2. If a pre-selected participant is unable to attend a training session due to official duties after the allocation of training slots, each agency should select a replacement participant and complete the registration within the online registration deadline.
3. Participants should be granted official leave for training, and a substitute should be designated in advance to handle their work during the training period.
4. The Taoyuan City Government's Department of Personnel may consider the cooperation of various agencies in organizing training sessions and dispatching personnel as an important reference for the performance evaluation of personnel agencies and the year-end performance review of personnel staff.
(IV) Required Training Hours for Personnel from Agencies and Schools under the Taoyuan City Government:
1. 20 hours related to work:
(1) Civil servants and contract employees in each agency are required to complete 20 hours of work-related learning per person per year. Among these, 10 hours are mandatory courses, including current major government policies (1 hour), environmental education (4 hours), and democratic governance values (5 hours), with digital learning being prioritized; the remaining 10 hours can be other work-related courses.
(2) The Taoyuan City Government has assembled a 10-hour mandatory digital learning package in the "Le Tao e-Learning" section of the "e-Civil Servant+ Learning Platform." Agencies are encouraged to have their colleagues complete their selections by September 30, 2023.
2. Other required hours: As stipulated by relevant laws and regulations.
(V) Rewards:
1. For those who pass English proficiency tests, agencies may, under the principle of not duplicating awards, grant appropriate rewards according to the award standards and amounts specified in the Program.
2. For award standards and amounts for passing Hakka language certification, please refer to the "Taoyuan City Government's Measures for Encouraging Employees of Affiliated Agencies, Schools, and Enterprises to Improve Hakka Language Proficiency."
