For your information, please find attached a copy of the Ministry of Personnel's Order No. 11255291301 dated January 19, 112.

Explanation:
1. This is in accordance with the Ministry of Personnel's Order No. 11255291302 dated January 19, 112, as submitted by the Personnel Department of the Taoyuan City Government, and a copy of the original order is attached.

2. Article 15, Paragraph 6 of the Civil Service Act (hereinafter referred to as the "Act") stipulates that civil servants may, outside of statutory working hours, obtain appropriate remuneration based on their personal talents and skills, and may obtain reasonable compensation for the disposal of their property and the authorization of their intellectual property rights and portrait rights. Therefore, in accordance with the legislative intent of the aforementioned Act and after careful consideration by the Ministry of Personnel, the reasonable compensation obtained by civil servants for the use of their intellectual property rights and portrait rights, whether by themselves or by authorizing others to use them on a one-time and clearly defined basis, includes the normal benefits obtained from engaging in commercial activities such as endorsements, advertisements, promotions, or marketing that are in line with general social norms. However, such activities must not violate Article 14, Paragraph 1, and Article 15, Paragraph 7 of the Act.

3. Furthermore, since the authorization of intellectual property rights and portrait rights requires consideration of factors such as the scope and channels of authorization, and involves professional matters such as negotiation, communication, and contract signing, civil servants may entrust natural persons or legal persons to handle matters related to the authorization of their intellectual property rights and portrait rights to others.

4. The Ministry of Personnel's Orders No. 11049502621 dated July 2, 109, No. 11053781671 dated August 18, 110, No. 11053810571 dated September 3, 110, and any previous interpretations of the Ministry that are inconsistent with the aforementioned order shall cease to apply from January 19, 112.
