Details:
1. In accordance with the letter from the Hakka Affairs Council (hereinafter referred to as the "Council") dated June 17, 112 (2023), reference number 1126700523.
2. To promote the Hakka language and encourage national civil servants and military/police personnel to actively participate in the Hakka language proficiency certification, and to enhance their ability to provide public services in Hakka, the Council has formulated this program in accordance with Article 9 of the Basic Law of Hakka Affairs.
3. Key points of this program are summarized as follows:
(1) Eligible Participants: Civil servants who have passed the qualification review, police personnel, active military personnel, contract employees, technicians, and workers belonging to various municipal governments, county (city) governments, and central government agencies. This excludes temporary staff (hereinafter referred to as military, civil, and police personnel).
(2) Subsidy Principles:
1. All military, civil, and police personnel nationwide who register for any level of the Council's 112th Year Hakka Language Proficiency Certification, complete the test without absence, and are currently employed by government agencies at any level will be subsidized NT$250 per person for the application fee.
2. After completing the certification, military, civil, and police personnel may apply for subsidies from their employing agencies. The municipal governments, county (city) governments (or the competent authorities for central government agencies and their affiliates) will consolidate the applications and submit them to the Council for subsidy application within the following deadlines.
(3) Application Deadlines: Municipal governments, county (city) governments, and central government agencies will consolidate the application data of their affiliated military, civil, and police personnel and submit it to the Council in two batches:
1. Submission to the Council by September 30, 112 (2023): Upon approval by the Council, subsidy funds will be disbursed in 112 (2023).
2. Submission to the Council by January 31, 113 (2024): Upon approval by the Council, subsidy funds will be disbursed in 113 (2024).
(4) Application Method: After completing internal review, each agency will consolidate and calculate the total amount of subsidy funds to be applied for, and submit the "Subsidy Fund Application List" and receipts to the Council to apply for the subsidy.
