For your information, the Central Election Commission has announced matters concerning the 16th Presidential and Vice Presidential Election and the 11th Legislative Yuan Election. We reiterate that our school adheres to principles of educational and administrative neutrality.
Explanation:
1. The Taoyuan City Government Department of Education's letters dated September 19, 112 (2023) (Tao Jiao Ren Zi No. 1120093518) and October 23, 112 (2023) (Tao Jiao Ren Zi No. 1120107174) are acknowledged.
2. Article 6 of the Fundamental Act of Education stipulates: "Education shall be based on the principle of neutrality. Schools shall not engage in propaganda or activities for specific political groups. Competent educational administrative authorities and schools shall not compel school administrative staff, teachers, and students to participate in any political groups or activities."
3. Article 3 of the Civil Service Administrative Neutrality Act stipulates: "Civil servants shall strictly adhere to administrative neutrality, perform their duties in accordance with laws and regulations, faithfully implement government policies, and serve the people."; Article 9 of the same Act stipulates: "Civil servants shall not engage in the following political activities or behaviors to support or oppose specific political parties, other political groups, or public office candidates: 1. Using administrative resources to print, distribute, or post documents, pictures, other promotional materials, or organize related activities. ... 5. Expressing instructions to personnel related to their duties or their duty targets.". Article 13 of the same Act stipulates: "The heads of agencies or supervisors shall prohibit visits by political parties, public office candidates, or their supporters during the election period from the date the election commission announces the election notice until the voting day; and shall post notices prohibiting campaign activities at conspicuous entrances and exits of offices and activity venues."
4. The aforementioned announcements for the Presidential, Vice Presidential, and Legislative Yuan elections were issued on September 12, 112 (2023) and November 7 of the same year, respectively. Please ensure that our school's faculty and staff implement campus administrative neutrality:
(1) Faculty and staff of schools and kindergartens shall comply with the Civil Service Administrative Neutrality Act, the Fundamental Act of Education, and other regulations, and strictly adhere to administrative neutrality.
(2) Engaging in activities of political parties or other political groups is prohibited during working or duty hours. However, this does not apply to necessary actions performed in accordance with the nature of their duties.
(3) Using administrative resources to print, distribute, or post documents, pictures, other promotional materials, or organize related activities to support or oppose specific political parties, other political groups, or public office candidates is prohibited.
(4) Administrative resources refer to public property, public funds, venues, buildings, and human resources that can be controlled and utilized administratively.
(5) During the election period from the date the election commission announces the election notice until the voting day, visits by political parties, public office candidates, or their supporters shall be prohibited; and notices prohibiting campaign activities shall be posted at conspicuous entrances and exits of offices and activity venues.
