To inform you about the electronic notification measures for awards of one major merit or less for civil servants in central and local government agencies and schools under the Executive Yuan, which will take effect from January 1, 113.

To inform you about the electronic measures for commendations and reprimands below a major commendation for civil servants in central and local government agencies and schools under the Executive Yuan (hereinafter referred to as "electronic commendation measures"), which will take effect from January 1, 113.

Explanation:
1. In accordance with the case submitted by the Department of Personnel, Taoyuan City Government, to the Directorate-General of Personnel Administration, Executive Yuan (hereinafter referred to as "DGPA"), dated December 22, 112, No. 1123031540, and attached with a copy of the original letter.

2. To enhance the administrative efficiency of personnel operations and in line with the government's net-zero carbon emissions and digital policies, the DGPA implemented electronic measures for commendations and reprimands below a major commendation for civil servants from July 1, 108, achieving significant paperless results. Therefore, commendations and reprimands below a major commendation will be included from January 1, 113.

3. After the implementation of the electronic commendation measures, agencies will use the "Human Resources Management Information System (WebHR)" to approve commendations and reprimands. These will be automatically transmitted to the "Civil Servant Personal Data Service Network (MyData)" of the individuals concerned and an email notification will be sent to them. Individuals can log in to MyData (https://gov.tw/uTH) using their electronic certificates (e.g., Natural Person Certificate, Health Insurance Card) or mobile natural person certificates for identity verification to view, inquire about, and print electronic commendations and reprimands. Electronic commendations and reprimands will feature a DGPA watermark and a QR Code. Scanning the QR Code will link to the DGPA blockchain platform to verify the authenticity of the commendation or reprimand (please ensure the blockchain platform URL starts with https://certproof.nchc.org.tw/).

4. To ensure the smooth promotion of the electronic commendation measures, colleagues are encouraged to actively click "Agree" on the MyData commendation inquiry system to review commendations and reprimands below a major commendation online. To prevent email notifications sent by the system from being mistaken for social engineering drills, please note that when a commendation or reprimand below a major commendation is approved by the responsible authority, the system will automatically send an email notification. The sender of the notification email will be "MYDATA@dgpa.gov.tw", and the subject line will be "(Approving Authority) (Approval Date) Personal Commendation/Reprimand Notification (Not a Social Engineering Drill)".

5. Attached are the "Operational Procedures and Explanations," "Related Q&A," and system operation manuals for the electronic measures for commendations and reprimands below a major commendation for civil servants. The DGPA has also uploaded these to the latest announcements on the "Civil Servant Service Network (eCPA)" for agencies to download and use.
