For your information, regarding the Hakka Affairs Council's "Implementation Plan for Subsidizing National Civil Servants, Education Personnel, and Military/Police Personnel to Participate in the 113th Year Hakka Language Proficiency Certification Registration Fee".
Explanation:
1. In accordance with the letter from the Hakka Affairs Council (hereinafter referred to as the HAC) dated January 24, 113 (2024), Ref: Kehuiyu Zi No. 1136700015.
2. To promote the Hakka language and encourage national civil servants, education personnel, and military/police personnel to actively participate in Hakka language proficiency certification, and to enhance their Hakka service capabilities in official duties, the HAC has formulated this plan in accordance with Article 9 of the Basic Law of Hakka.
3. Key points of this plan are summarized as follows:
(1) Eligible Participants: Civil servants, education personnel (including those in private schools), police personnel, active military personnel, contract employees, technicians, and janitors belonging to or under the jurisdiction of various municipal governments, county (city) governments, and central government agencies (hereinafter referred to as military, civil, education, and police personnel). Temporary personnel are excluded.
(2) Subsidy Principles:
1. All military, civil, education, and police personnel nationwide who register for any level of the HAC's 113th Year Hakka Language Proficiency Certification, complete the test, and have no missed exams will be subsidized NT$250 for their registration fee.
2. Individuals who have already received subsidies from other agencies for the same dialect and same certification level are not eligible for duplicate applications. Those who have already passed a higher-level certification and received a subsidy cannot apply for a lower-level certification in the same dialect.
(3) Application Deadline: Each applying unit shall consolidate the application materials of its subordinate (under its jurisdiction) military, civil, education, and police personnel and submit them to the HAC in two batches:
1. First Batch: Applications submitted to the HAC by September 30, 113 (2024). Upon approval by the HAC, subsidies will be disbursed in 113 (2024).
2. Second Batch: Applications submitted to the HAC between October 1, 113 (2024) and January 31, 114 (2025). Upon approval by the HAC, subsidies will be disbursed in 114 (2025).
(4) Application Method:
1. After completing the test, military, civil, education, and police personnel may apply for subsidies from their employing agency (institution). The respective applying agencies shall then consolidate these applications (details in Section VI of the Implementation Plan) and submit them to the HAC within the application deadline to apply for subsidies.
2. After completing internal review, each applying unit shall consolidate and calculate the total amount of subsidy funds requested, and submit the "Subsidy Fund Application List" and receipts to the HAC to apply for subsidies. Applicants' supporting documents and unit review materials should be self-checked and retained by the applying unit, and should be provided for subsequent related inspection operations.
4. We welcome personnel from our school to register for Hakka language proficiency certification at all levels to enhance their Hakka service capacity. The dates for each level of certification are listed in the appendix of the Implementation Plan. For the registration deadlines for each batch, please check the 113th Year Hakka Language Proficiency Certification website (https://hakkaexam.hakka.gov.tw) or call the General Examination Center's toll-free service hotline: 0809-090-040.
