For your information, please find attached the "Operational Guidelines for Digital Retirement Certificates for Public School Faculty and Staff" and the original letter from the Ministry of Education, both in duplicate.

Details:
1. In accordance with the letter from the Ministry of Education, dated January 23, 113 (2024), Ref. No. TAI-CHIAO-REN(4)-ZI-DI-1134200163.

2. Article 48 of the Enforcement Rules of the Act for Retirement, Severance, and Pension of Public School Faculty and Staff stipulates that those who retire under this Act shall be issued a retirement certificate. In case of loss or damage, a replacement or reissue may be applied for from the competent authority. This is for your reference.

3. To enhance administrative efficiency, the Ministry of Education, after consulting with the competent authorities that approve retirement cases using the Education Personnel Retirement and Severance Management System (hereinafter referred to as the "Retirement Management System"), has completed the plan to issue retirement certificates in digital format. This will be implemented in two phases starting from February 1, 113 (2024):
(1) Phase 1 (Paper and Digital Coexistence):
a. For those whose retirement becomes effective from February 1, 113 (2024) to July 31, 113 (2024), in addition to the paper retirement certificate issued according to the current procedure, retired faculty and staff may download their digital retirement certificate from the "Civil Servant Personal Data Service Network (MyData)" (hereinafter referred to as the "MyData Website") starting from the third day after their retirement becomes effective.
b. For those who retired before February 1, 113 (2024), they may apply for a digital retirement certificate from their last serving school. The last serving school will then apply for the reissue/replacement of the digital retirement certificate through the newly established interface in the Retirement Management System. After approval by the competent authority, the retired faculty and staff can download the digital retirement certificate from the MyData Website.
(2) Phase 2 (Full Digitalization): For those whose retirement becomes effective on or after August 1, 113 (2024), they may download their digital retirement certificate from the MyData Website starting from the third day after the retirement approval letter is issued. Paper retirement certificates will no longer be issued.
(3) For those who retired before February 1, 113 (2024), received a paper retirement certificate, and have lost it, they can only apply for a replacement digital retirement certificate.
