In-service Teacher Professional Development Credit Class for Bilingual Education in Primary and Secondary Schools

Subject: To enhance the bilingual teaching capabilities of in-service teachers in primary and secondary schools, the Ministry of Education plans to offer the 113th academic year "Bilingual Teaching In-Service Teacher Enhancement Credit Class" for primary and secondary schools. Please submit your school's demand survey form by 5 PM on February 26, 113 (Monday). Details are as per the attached document. Please acknowledge receipt.
Details:  
I. This is in accordance with the Ministry of Education's letter dated February 5, 113, Ref. No. 1132600199.
II. Information regarding the 113th academic year "Bilingual Teaching In-Service Teacher Enhancement Credit Class" is as follows:
(1) The recommended candidates are in-service teachers in public senior high schools and below, who possess a qualified teacher's certificate for the recommended educational level and have passed an English proficiency test at CEFR B1 level or above. Please consider your school's needs for cultivating teachers for bilingual instruction. Priority will be given to teachers who are currently teaching in bilingual classes and are not English majors. The bureau will recommend the list of needs according to the following order of priority:
1. First priority: Full-time in-service teachers or substitute teachers for more than 3 months who are participating in the "Subsidy Program for the Implementation of Bilingual Instruction in Some Subject Areas in Primary and Junior High Schools" or the "Subsidy Program for the Implementation of Bilingual Instruction in Some Subject Areas in Senior High Schools" by the Ministry of Education's National Academy for Educational Research (hereinafter referred to as NAER).
2. Second priority: Full-time in-service teachers participating in the city's self-organized bilingual teaching related programs.
3. Third priority: Substitute teachers for more than 3 months participating in the city's self-organized bilingual teaching related programs.
(2) Teachers participating in the aforementioned credit class, upon completion of the courses, may apply to have a bilingual teaching sub-specialty added to their teacher's certificate according to the following regulations for junior high school teachers:
1. Those who possess proof of passing an English proficiency test (listening, speaking, reading, writing) at CEFR B2 level or above may apply to have a bilingual teaching sub-specialty added to their teacher's certificate for the subject "Lesson Plan Design and Presentation" in the third phase of this credit class after completing the course.
2. Those who do not possess proof of passing an English proficiency test (listening, speaking, reading, writing) at CEFR B2 level will only receive a certificate of completion from the university offering the program. They must obtain the aforementioned proof of passing within 3 years (before September 30, 116) to apply for the addition of a bilingual teaching sub-specialty to their teacher's certificate for the subject "Lesson Plan Design and Presentation" in the third phase of this credit class.
(3) The location of the credit class will be determined by the Ministry of Education after surveying the professional development needs of teachers in each county and city, with the principle of offering classes in convenient locations. The planned course schedule is as follows (actual arrangements will be based on the announcements of the universities offering the classes):
1. Phase 1 (In-person classes, 54 hours): July to August, 113.
2. Phase 2 (Online classes, 36 hours): September to December, 113.
3. Phase 3 (In-person classes, 18 hours): January to February, 114.
4. Phase 4 (Follow-up in-person classes, 6 hours): July to August, 114.
III. Please ensure that your school thoroughly reviews the recommended list in the aforementioned survey form and accurately checks the "Participation in Bilingual Related Programs" section. For those applying for the first time to the NAER's "Subsidy Program for the Implementation of Bilingual Instruction in Some Subject Areas in Primary and Junior High Schools" for the 113th academic year, the NAER's approval result will be the basis. Please ensure all information in each field is complete and accurate. In accordance with the "Personal Data Protection Act," obtain the consent of the individuals concerned to provide the collected personal data to the universities assigned by the Ministry of Education for contact and registration purposes.
IV. Please upload the Excel file of the aforementioned recommendation form and the stamped PDF file to https://forms.gle/63D2Xj13oFNvvEJk6 by the deadline. This will allow our bureau to compile and forward it to the Ministry of Education for processing. We regret that late submissions cannot be accepted to facilitate the overall review process.
