Financial literacy outreach event

Subject: To inform you about the Financial Supervisory Commission's plan to conduct financial literacy promotion activities in schools and community organizations in 2024. Details are as follows. Please be informed.
Explanation:  
1. In accordance with the letter from the Financial Supervisory Commission (hereinafter referred to as FSC) dated February 2, 2024, Ref. No. Jin Guan Yin He Zi No. 1130270225h.
2. The promotion plan is as follows:
(1) Project Name: FSC's "2024 Financial Literacy Promotion Activities in Schools and Communities."
(2) Promotion Objectives: Given that consumer finance is closely intertwined with people's daily lives, and to cultivate correct concepts of consumption, financial management, and debt management among consumers, this initiative aims to promote financial education by reaching out to schools and communities. This will enable the public to acquire consumer finance knowledge, establish sound financial values, develop responsible attitudes, enhance their financial literacy, create happier lives, and foster the stable development of the financial market and social order.
(3) Promotion Team Members: The FSC will collaborate with the Bankers Association of the Republic of China, the Credit Union League of the Republic of China, the Financial Research Institute of Taiwan, the Central Deposit Insurance Corporation, and the Executive Yuan's Anti-Money Laundering Office to form the promotion team.
(4) Target Audience: Senior high schools (vocational), junior high schools, elementary schools (grades 3-6), communities, indigenous peoples, new immigrants, women, individuals with disabilities, social welfare groups (including social assistance), and elderly groups.
(5) Promotion Content:
1. Topics: Establishing sound financial values (budgeting, correct spending habits, living within one's means, the importance and methods of saving), how to use credit cards correctly (card introductions, correct credit card usage concepts), proper financial management, proper debt management (debt crisis and solutions, correct borrowing channels, credit is priceless), consumer financial rights and obligations, and how to prevent and seek remedies for fraud.
2. Materials: In addition to materials developed by the FSC, this includes the promotional animation "Fraud Prevention Classroom - Fake Investments," "Fraud Prevention Promotional Videos," "Facebook Collaboration Fraud Prevention Videos," "Visual Introduction to Fraudulent Methods," the National Police Agency's Ministry of the Interior "Fraud Prevention Briefing for Seniors"; Ministry of Health and Welfare promotional short film materials "Bracelet" and "Search"; and the Executive Yuan's Anti-Money Laundering Office "Anti-Money Laundering Briefing."
(6) Promotion Methods: Financial institutions will be commissioned to coordinate financial promotion lecturers to conduct on-site promotions at schools or organizations, or to conduct online promotions using the existing online equipment of the participating units. The promotion time will generally be 45 to 60 minutes, divided into three parts: playing promotional videos, lecturer explanations, and interactive Q&A, conducted in a lively and engaging manner.
(7) Registration Method: Schools and organizations should register online through the FSC's Banking Bureau official website (https://www.banking.gov.tw; please click on "Announcements/Financial Literacy Promotion Activities in Schools and Communities" on the homepage). When registering, please provide the contact person's email address. Due to the coordination of financial promotion lecturers, priority will be given to early registrants. For sessions that cannot be arranged within the current month, please select another month for registration. The FSC's Banking Bureau will contact the registered schools and organizations one month prior to the scheduled promotion date. Furthermore, to maximize the promotional effect, the optimal number of participants per session is recommended to be no more than 100. If a school or organization requires participation of more than 100 people, it is recommended to register for multiple sessions or opt for online promotion.
3. Additionally, to strengthen the implementation of financial consumer protection education for the public, the FSC's Banking Bureau produced two financial literacy promotional micro-films in 2023: "Fraud Prevention - Counter Service Care and Personal Data Protection" and "Promoting Inclusive Finance - Financial Friendliness." These films are available on the FSC's official website platform (https://www.fsc.gov.tw; please click on "Consumer Corner/Promotional Videos" on the homepage).
