Explanation:
I. In order to strengthen the professional capabilities of colleagues and improve administrative efficiency, thereby providing better public services, the Taoyuan City Government has formulated this program. The key points are as follows:
(I) Target Audience: Personnel belonging to various agencies and schools of the Taoyuan City Government (including contract employees and temporary staff).
(II) Training Focus: Cultivating talent ABC, divided into three major categories of training courses: 'Adept/Advice - Polishing Essential Professional Skills', 'Breakthrough - Intellectual Innovation Literacy', and 'Care - Self-Awareness and Healing'. A total of 98 sessions are planned.
(III) Matters for Cooperation by Each Agency:
1. Each agency should carefully select personnel for training, considering individual needs and actual work responsibilities, to avoid concentrating training on a few individuals, and to appropriately allocate training opportunities for personnel of different genders.
2. If the scheduled trainees are unable to attend due to official duties after the allocation of training slots, each agency should select replacement personnel for training and complete the registration within the online registration deadline.
3. Trainees shall be granted official leave, and a substitute shall be appointed in advance to handle their work during the training period.
4. The Taoyuan City Government's Department of Personnel may consider the cooperation of each agency in various training sessions and dispatch arrangements as an important reference for the performance evaluation of personnel agencies within each agency and the year-end performance review of personnel.
(IV) Required Training Hours for Personnel Belonging to Agencies and Schools of the Taoyuan City Government:
1. 20 hours related to work:
(1) For civil servants and contract employees of each agency, the annual learning hours related to work are 20 hours per person. Among these, 10 hours are mandatory courses, including current major government policies (1 hour), environmental education (4 hours), and democratic governance values (5 hours), with digital learning being prioritized. The remaining 10 hours can be for other work-related courses.
(2) The Taoyuan City Government has assembled a 10-hour mandatory digital learning package in the 'Le Tao e-Learning' section of the 'e-Learning Public Service Platform+'. Each agency is encouraged to have its colleagues complete the selection and study by September 30, 113.
2. Other required hours: As stipulated by relevant laws and regulations.
(V) Rewards:
1. For those who pass English proficiency tests, each agency may grant rewards in accordance with the reward standards and limits specified in this program, under the principle of not duplicating rewards.
2. For reward standards and limits for passing Hakka language certifications, please refer to the 'Taoyuan City Government Measures for Encouraging Employees of Affiliated Agencies, Schools, and Enterprises to Improve Hakka Language Proficiency'.
II. The Taoyuan City Government may adjust the number of dispatched personnel, increase the number of sessions, or cancel classes based on a comprehensive consideration of training objectives and survey results.
III. The program plan, training session schedule, and a survey form for the number of participants required for each session are attached for your reference.
