2. The transfer of teachers in Miaoli County is handled in accordance with the Ministry of Education's letter No. 1000066409 dated May 5, 100, which states: "Regarding the transfer of teachers within the same school to teach in different educational stages or subject categories, it is contingent upon the school having available vacancies for such transfers. If a teaching position becomes vacant and is allocated according to regulations (e.g., for scholarship students), inter-school transfers, or is designated for surplus reduction, reserved for curriculum adjustments, or reserved according to the regulations of the competent educational administrative authority, then that vacancy cannot be filled by a teacher from the same school. However, if the school still has teaching vacancies outside of the aforementioned situations, the school should consider and decide whether to approve the transfer of a teacher from the same school after review by the Teacher Review Committee."

3. Regulations for the transfer of full-time counselors in Miaoli County elementary and middle schools: Full-time counselors transferred into Miaoli County through the inter-county transfer process must serve as full-time counselors in Miaoli County elementary or middle schools for a full 5 years after being hired by a school. If they possess a qualified teacher's certificate in another subject category, and provided the school has available vacancies for transfer, the school may consider the overall situation and approve the transfer to another subject category within the school after review by the Teacher Review Committee.

4. The inter-county transfer for current teachers in Miaoli County is handled in accordance with the "Key Points for the Application of Inter-County Service for Current Teachers in Miaoli County Elementary and Middle Schools (including the middle school sections of county-run senior high schools) and Attached Kindergartens."
